About the Department:

The Rapid Prototyping Research Center (RPRC) focuses on providing its Department of Defense (DOD) sponsors a unique perspective on rapid prototyping that aligns with Section 804 in the FY17 National Defense Authorization Act. Specifically, rather than developing a new system to satisfy intractable problems on the battlefield, the RPRC integrates new technology into existing infrastructure. This unique approach reduces acquisition costs since the sustainment tail is in place. It also reduces the time to field intractable solutions to the battlefield from 10-14 years to 1-3 years. It assures that the prototype involved is integrated with the latest technology, not dated technology due to lengthy acquisition delivery timelines.

About the Position:

The Subcontracts Administrator supports the Principal Investigator(s) and Center Operations Director in management and oversight of the program subcontractors. The Subcontractor Administrator provides subcontractor business support, performance oversight, subcontractor monitoring, and financial analysis for RPRC. This position serves as a liaison between RPRC and the Office of Sponsored Programs (OSP), Accounts Payable, and the CEC Research Administration Team and Chief Business Officer on subcontractor related items.

Responsibilities:

Subcontract Business Support:

  • Manages a portfolio of subcontractors supporting the center's programs including communication, deliverables, and financial analysis;

  • Leads resolution of subcontract related conflicts or disputes;

  • Serves as subject matter expert on RPRC's Basic/Sub Agreements in partnership with OSP Contracting Office;

  • Issues and analyzes responses to complex Request for Proposals (RFP's);

  • Provides subcontract and requirements compliance guidance to business team members, subcontractors;

  • Provides internal resources with checklists, forms, templates etc. for efficiency/efficacy;

  • Provides necessary documents as requested to OSP Contracting Office and CEC Research Administration team to support their issuance of subcontract agreements to identified subcontractors; and

  • Acts as liaison to the University Office of Sponsored Programs, Accounts Payable, and CEC Chief Business Officer for subcontractors related issues.

Subcontract Performance Oversight:

  • Creates tracking mechanisms for subcontract budgets, forecasts, deliverables, invoices;

  • Ensures funding levels are adequate for continued performance;

  • Monitors all aspects of subcontract performance in compliance with sub agreement;

  • Monitors subcontract change control/modification process;

  • Communicates with partner business units to include OSP and CEC CBO; and

  • Performs subcontract closeout activities.

Analysis:

  • Performs price analysis on subcontractor proposals;

  • Analyzes budget and forecasts for funding shortfalls/overages;

  • Ensures subcontractor compliance with Statements of Work, Statements of Objectives;

  • Performs analysis/reconciliation of invoices and supporting material; and

  • Analyzes metrics provided monthly for variance from subcontracts.

Required Qualifications:

  • Bachelor's degree in a related field;

  • Experience with managing US Government contracts and a minimum of 5 subcontracts;

  • Working Knowledge of FAR/DFARS requirements;

  • Knowledge of Price Analysis steps and requirements;

  • Proficient in the use of Microsoft Office Suite, including skill in Word and Excel;

  • Strong written and oral communication, interpersonal, negotiation, research, and analytical skills;

  • Demonstrated negotiation skills; and

  • Must be a US Citizen with ability to obtain Secret security clearance level.

Preferred Qualifications:

  • Master's degree in a related field;

  • Experience with managing grants; and

  • Knowledge of supply chain, acquisition regulations.
