Position Overview

QinetiQ is looking for a Subcontracts administrator to join our team!

This position supports our QinetiQ' s delivery and corporate teams. The ideal candidate for this role must be able to work in a fast-paced collaborative environment and provide support to multiple internal and external clients simultaneously to achieve desired results.

Responsibilities

  • Identifies potential sources for required materials or services and develops and issues Requests for Proposals (RFPs).

  • Receives, reviews, and negotiates, subcontractor proposals. Manages the sources selection process by leading the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis. Negotiates subcontract terms and conditions including estimated cost/price, delivery, quality and performance requirements.

  • Draft, negotiate and execute pre-award agreements, nondisclosure agreements and teaming agreements

Develops and negotiates required special terms, conducts independent cost/price analysis as needed. Documents the entire negotiation process.

  • Develops the subcontract document; reviews it for compliance with Government, Corporate and Company requirements; and obtains management approval prior to issuance to the subcontracts.

  • Supports the subcontract administration process from award through completion to ensure compliance with all terms and conditions, including price, schedule and quality.

  • Negotiates subcontract changes and responds to all formal subcontract inquiries and issues. Provides subcontract status as required.

  • Establish a trusted relationship with program managers/directors to support business growth and existing contracts

  • Develops, negotiates, and issues teaming agreements, non-disclosure agreements, and memoranda of understanding.

  • Provides subcontract advice and counsel to delivery teams and other related functions such as finance, quality and contract administration.

  • Enters administrative and financial data on subcontracts into various subcontract databases.

  • Perform other duties, including special projects, associated with this position, as assigned by management

  • Performs subcontract close-out.

Required Qualifications

  • Bachelor's or Master's Degree

  • 5-8 years of experience in a professional services/government consulting environment

  • Experience as in CPSR environment
