Raytheon is looking for an experienced Subcontracts Specialist to join its team. As a Subcontracts Specialist, this person will support multiple programs within the Intelligence, Surveillance & Reconnaissance Systems (ISRS) mission area. Activities and responsibilities include but are not limited to:

  • Manage subcontracts and represent the Supply Chain organization at various levels on functional and cross-functional teams to drive business success

  • Negotiate and administer multiple subcontract types, to include but not limited to Firm Fixed Price, Cost Reimbursement, Time and Materials, as well as development/R&D efforts

  • Evaluate, identify, and select suppliers and business partners

  • Generate and negotiate Teaming Agreements and other related agreements

  • Work closely with Program Office representatives and Engineering to define and implement procurement strategies and develop subcontract Statements of Work

  • Solicit proposals from prospective subcontractors and employ value analysis techniques to analyze cost/price, technical capability and financial viability, conducting investigations to ensure ability to perform within cost and schedule

  • Monitor and report cost, schedule, and status of subcontractors and recommend or implement corrective action as necessary

  • Prepare subcontract documentation in accordance with established company, customer and government regulations.

Required Skills:

  • Minimum 6 years of supply chain, subcontract management, or related experience

  • Experience with various subcontract types including but not limited to T&M, Labor Hour, FFP and Cost reimbursable.

  • Experience with presentations (verbal and written) to senior leadership and key stakeholders

  • Experience with negotiations

  • Experience with the Federal Acquisition Regulations (FAR and DFARS)

  • Experience with Material Resource Planning (MRP) tools such as SAP/PRISM

  • Experience with Microsoft EXCEL, WORD, PowerPoint, MS Project

Desired Skills:

  • Capable of working in an autonomous environment

  • Ability to grasp/understand technical concepts and applications

  • Demonstrated experience managing critical strategic suppliers that are competitors and suppliers

  • Demonstrated experience leading executive and program level supplier reviews

  • Ability to work independently with minimal oversight

  • EXIM experience

Required Education:

  • Bachelor's Degree required (B.S. or B.A.) in Business, Engineering or related field.

As an Acquisition Manager, this person will support multiple programs within the Intelligence, Surveillance & Reconnaissance Systems (ISRS) mission area. Responsibilities include, but are not limited to: * Front line supervisor of approximately 10 direct reports. * A key member of Acquisition Management team. * Lead strategy for creation, management, and execution of procurement strategies across a spectrum of SAS programs to ensure program performance from the front end of the business through contract closure. * Business acumen to connect technical concerns to contract performance, and should be able to proactively identify and resolve problems efficiently and effectively. * Overall ownership of the supplier management process (i.e., Supplier Risk/Opportunity Management Plan, supplier performance, Small Business plan development and execution, metrics, international issues, develop/evaluate the MB/MW strategy, the Collaborative Agreement process, etc.), and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc. * Communicate and integrate suppliers / subcontractors to support the achievement of SAS' objectives. U.S. Citizenship status is required as this position will need a U.S. Secret Security Clearance within 1 year of start date. Required Qualifications: * Minimum of 10 years of experience in Supply Chain, preferably in subcontracts or procurement * Requires knowledge of procurement in a DoD environment.
