As the Sourcing Management lead supporting USG classified customers within the C4ISR-ISR&SE King of Prussia programs, this position requires broad experience and knowledge of subcontracts and the acquisition process. This position develops and executes a sourcing strategy during the proposal phase, program start-up, and throughout the life of a program to support LM's overall mission success.

The position requires the ability to work independently. Travel to subcontractor facilities is also necessary.

Basic Qualifications

Bachelor's degree in Supply Chain or related discipline from an accredited college or equivalent experience/combined education, with 10 years of professional experience; or 8 years of professional experience with a related Masters degree. Considered an emerging authority.

Working knowledge and experience implementing FAR/DFAR (Federal Acquisition Regulations/Defense Acquisition Regulation), multiple Contract types (Fixed Price, Time & Material, Cost Reimbursable), and experience in negotiation.

Experience in Supply Chain Management of various supplier types (e.g., large/small company development and maintenance, material procurement, staff augmentation), and SAP-Procure-2-Pay.

Experience with LM and RMS Sourcing processes and tools necessary for successful supply chain execution.

Candidate must be able to obtain and maintain a TS/SCI DoD Security Clearance.

As a Subcontractor Administrator Staff this role will offer you the following daily challenges:: * This role supports the Facilities Construction Procurement Team whose primary responsibility is to place subcontracts for Facilities Construction Projects across LM Space. * Sources and purchases various Procurements, including but not limited to, machinery, equipment, tools, Architectural and Engineering Design, and Construction projects necessary to support the operation of the Space organization. * Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. * Ability to determine pricing to be fair and reasonable based on technical evaluation, history, market data or cost element evaluation. * Work closely with suppliers to execute contracts and provide contract management support with complex contracts. * Work all aspects of the Procurement interface including competition, Supplier performance indicators, invoices/billings, changes, schedule, budgets, funding. * Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. * Contract Management for Complex Contracts * Complex Competitions * Price Analysis * Negotiations Basic Qualifications To be successful, you will need to possess these basic qualifications: * Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 15 years or more of professional experience; or 13 years of professional experience with a related Masters degree. Considered an expert, authority in discipline. * Extensive Experience with initiating and managing formal, multi-million dollar contracts * Complex Solicitation/Evaluation Experience * Leading the sourcing selection team and evaluating bidders * Working knowledge of various contract types Firm Fixed Price (FFP), Cost Plus (CP), Time and Material (T&M), or Guaranteed Maximum Price (GMP) * Requirements documentation experience * Supplier management experience * Experience in negotiating contracts * Proven exceptional strategic communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management, with an ability to persuade and motivate action.
