The Internship Program is designed to provide students enrolled in a wide variety of educational institutions, from high school to graduate level, with opportunities to work in agencies and explore Federal careers while still in school and while getting paid for the work performed. These Student Trainee positions will be filled as Intern appointments. The appointments are indefinite and are expected to last for the duration of the student's academic attendance.

These positions are designed to provide a career-oriented introduction to the background, philosophy, concepts, and scope of the Forest Service natural resource programs and a practical understanding of the policies of the employing organization. Assignments are developmental in nature and, in conjunction with formal education, the employee will gain the necessary competencies for a career in natural resource management.

Duties listed below are for a GS-0401-07:

  • As a trainee, performs duties which are designed to orient the employee in the application of academic theories and basic natural resources principles to a variety of work situations. Assignments may be similar to those assigned to nonprofessional employees, but such tasks are primarily for training purposes, or to relieve higher grade specialists of routine work. Receives formal and on-the-job instructions and training designed to familiarize the incumbent with functions and operations of the organization, and to provide experience in the practical application of natural resources principles, theories, methods, techniques and practices.

  • Assignments may include some or all of the following:

  • Inspects recreation sites and assists with the development of a wide range of recreation and trail plans and permits.

  • Participates in the development of environmental assessments and/or impact statements to formulate natural resource management recommendations and/or conclusions.

  • Applies geospacial technology to work performed in support of a natural resource management organization.

  • Collects and analyzes biological data pertaining to natural resources and environmental program activities.

  • Performs assigned phases of fire management, including serving as a member of a fire suppression crew.

  • Participates in assigned phases of unit administration such as budgeting and personnel management.

  • Drafts, reviews, and publishes natural resource plans, reports, compliance documents, evaluations and inspections.

  • Receives formal and on-the-job instructions and training designed to familiarize the incumbent with functions and operations of the organization, and to provide experience in the practical application of natural resources principles, theories, methods, techniques and practices.

The applicant should expect that these are all primarily field going positions, with a significant amount of physically challenging field work in natural resource settings. This could involve use of Forest Service vehicles, tools, and Personal Protective Equipment; hiking, exposure to weather extremes and wildlife, and in some cases, working extended hours or shifts, evening work and/or spending some nights at remote locations. These are developmental positions. Some require the appointee to sign a mobility agreement, requiring relocation after the initial developmental period.

These positions are located in the following locations: BU=Bargaining Unit and NON BU= Non Bargaining Unit

Positions in the following locations are full performance GS-09 and BU eligible: Bishop, CA; Mammoth Lakes, CA; Vallejo, CA; Missoula, MT and Corvallis, OR.

Positions in the following locations are full performance GS-09 and NON BU eligible: Nogales, AZ; Truckee, CA and Fort Collins, CO.

The duty station for this position will be at one of the duty locations listed in this announcement. Final determination of duty station will be made by the selecting official at the time of job offer. Salary range as shown is the locality pay area of Rest of U.S. (RUS). Interns may be non-competitively converted to a term or permanent position in the competitive service. To be eligible for conversion, the Intern must meet all of the following:

  • Must be a U.S. citizen at the time of non-competitive conversion to a term or permanent position.

  • Complete at least 640 hours of work experience acquired through the Internship program prior to graduation.

  • Complete a degree or certificate program from a qualifying educational institution.

  • Receive a favorable recommendation by supervisor.

  • Meet the OPM Qualification Standards for the position to which the Intern may be converted to. Conversion is not guaranteed and is based on the needs of the agency.

  • Meet any agency specific requirements as outlined in the Participant Agreement.

  • Perform the job successfully.


Applicants must meet the definition of a student be enrolled or accepted for enrollment in an accredited technical or vocational school, two-year or four-year college or university, graduate or professional school. Individuals who are enrolled must be taking at least a half-time academic course load leading to a degree or certificate. A certificate program is defined as a post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum.

Candidate must meet all the qualification requirements by the closing date of the announcement. The minimum qualification requirements for each grade level of this vacancy announcement are described below:

For GS-03: Completion of one full academic year of post-high school study

For GS-04: Completion of an associate's degree or 2 academic years of post-high school study

For GS-05: Completion of a bachelor's degree or equivalent degree

For GS-07: Completion of one full academic year of graduate-level education or eligible for Superior Academic Achievement after completing a bachelor's degree

Note: One full academic year of undergraduate; graduate; vocational; trades; technical or high school is the number of credit hours by the college, university or school to represent 1 year of full-time study.


Education completed in foreign colleges and universities may be used if it has been accredited by an organization recognized by the U.S. Department of Education.

This position has a positive education requirement. The student must be currently enrolled in a Forestry related degree program that will satisfy on graduation the specific requirements in the qualification standard for the position.

  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  • Combination of education and experience: Courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, plus appropriate experience or additional education.
