Responsibilities

Duties described below are at the Full Performance GS-07 grade level.

This is an advanced trainee level position located in any Bureau of Land Management (BLM) Office. The employee will work under the guidance and supervision of an experienced Land Law Examiner. As an advanced trainee, the employee performs a variety of developmental assignments of progressive difficulty in lands, minerals and or mining ajudication. Work assignments are more difficult from the standpoint of variety and complexity of the statutory and regulatory provisions to be applied and substantive determinations to be made.

This position is for students currently enrolled and seeking a degree (diploma, certificate, etc.) in an accredited high school, technical or vocational school, 2-year or 4-year college or university, graduate or professional school, on a full- or half-time basis (as defined by the academic institution in which the student is enrolled).

This is a career development, excepted service appointment under the BLM Pathways Internship Program that is expected to last more than 1 year. The BLM will require the selected applicant to complete a Participant Agreement in which the selectee must provide an anticipated date for completing all degree program requirements, and show continual progression toward meeting the stated anticipated date.

The agency may noncompetitively convert a Career/Indefinite Intern who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Intern meets all agency program requirements and the Office of Personnel Management (OPM) Qualification Standards for the target occupational series at the time of completing all education requirements.

Physical Demands: Work is primarily sedentary although ther is some walking, standing, stooping and bending involved when searching for records.

Work Environment: Work is performed in an office environment.

This position falls under the Group Coverage Qualification Standard for Competitive Service Student Trainee Positions, 0999. There are no individual occupational requirements for this series.

To be eligible, an applicant must:

  • Be a student who has been accepted for enrollment or is currently enrolled at least half-time in a degree (diploma, certificate, etc.) seeking program in an accredited high school, technical or vocational school, 2-year or 4-year college or university, graduate or professional school.

  • Possess a cumulative GPA of at least 2.5 or higher.

  • Be at least 18 years of age or older for a non-arduous or non-hazardous duty position.

Qualifications

In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

To qualify for the GS-05, you must satisfy one of the following requirements: have 3 years of general experience, at least 1 of which was equivalent to GS-4 in the Federal service as a law clerk, claims examiner, contact representative, or other position that provided a familiarity with real property laws and legal land descriptions, land titles, tract maps, and legal documents, or that involved explanation, application, or interpretation of laws, regulations and/or policies

  • OR- have completed four (4) academic years of post-high school study leading to a bachelor's degree or completion of four (4) academic years of pre-professional study

  • OR- have an equivalent combination of the experience and education described above.

To qualify for the GS-07, you must satisfy one of the following requirements: have 1 year of specialized experience at, or equivalent to, the GS-5 level in the Federal service as a Land Law Examiner or directly related position. Examples: examination of applications & claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use; title searching, interpreting land records; work as a land appraiser; general practice of law that included involvement in legal transactions involving acquisition, lease, or disposal of land

  • OR- have 1 full year (18 semester hours) of graduate level education leading to a master`s degree or equivalent that included or was supplemented by 12 semester hours or course work related to the administration of land laws. Examples: course work in surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation

  • OR- meet the requirements for Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f). I will provide a copy of my college transcripts.) AND I have at least 12 semester hours of coursework related to the administration of land laws. Examples: course work in surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation

  • OR- have an equivalent combination of the experience and education described above.
