The individual selected for this position will perform the following duties at the GS-11 level:

  • Perform computer-related duties related to well-defined subject-matter applications.

  • Participate in overall planning, proposing, and/or designing for segments of large or more complex programs.

  • Based on specifications provided, may design modifications to internal program structure of files and records.

  • Determine detailed sequence of actions in program logic. Codes, tests, debugs, and documents programs.

Minimum Education Requirements:

GS-03: Successfully completed one year of education above high school, at least 30 credit (45 quarter hours).

GS-04: Successfully completed two full years of successfully education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite or associate's degree, at least 60 credits (90 quarter hours)

GS-05: Successfully completed 4 academic years of post-high school leading to a bachelor's degree or equivalent degree, at least 120 credit hours (180 quarter hours).

This position will be filled under the Pathways Internship Program. This Program allows students to gain paid work experience while pursuing a degree, diploma or certificate at a qualifying institution. Under the Pathways Program, students who successfully complete all work, study, qualifications, and other eligibility requirements may be offered a permanent position with our agency upon graduation or completion of a qualifying certificate.

This position has promotion potential beyond the grade that you are selected for if you meet the requirements for the next grade.

This Job Opportunity Announcement may be used to fill other Student Trainee (Information Technology), GS-2299-3/4/5, FPL 11 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

At the Agency's discretion, students hired under the Pathways Program may be non-competitively converted to a term, career, or career-conditional appointment with a possible Full Performance Level (FPL) of GS 5, GS 7, GS 9, GS 11, GS 12, or GS 13 (FPL varies based on the hiring department).

The successful candidate will possess exemplary results-oriented interpersonal and customer relations expertise as well as excellent communication and collaboration skills in a high-paced, dynamic environment with contractor, subcontractor, and government entities. PRIMARY RESPONSIBILITIES: Provide direct support and take responsibility for administration and assistance to the Delegated Authorizing Official (DAO) and DAO staff representatives. Initiate outreach with colleagues when appropriate, and coordinate with Security Control Assessor (SCA), SCA Representatives, Information Systems Security Managers (ISSM), Information Assurance Managers (IAM), Information Assurance Officers (IAO), Program Offices, and Security Engineers. Provide support for matters pertaining to: SCI systems A&A, demonstrate be knowledge of IC SCI systems A&A policies/guidance. Draft documents and perform other support as required. Ensures compliance to FISMA, ICD-503, DCID 6/3, DJSIG, and ICS 500-18 along with additional community guidance. Coordinate and support the security components of the DoDIIS certification process for all products undergoing DoDIIS certification. Conduct research to ensure existing and evolving products/services meet current Office of the Director of National Intelligence (ODNI), DIA, DoD, DISA, DITSCAP, and local authorities security requirements as appropriate. Prepare Security documentation in support of project tasks and as tasked for approved project requirements, which support successful completion of Collateral and/or SCI-level security testing and evaluation (ST&E) appropriate for the product. Document and report security results and findings. Utilize prior experience and knowledge of SCI system assessment support via databases e.g. Xacta; Authorization to Operate (ATO) package development, review, and processing and reviewing Naval message traffic External Referral Eligible ONIMAC1 Minimum Qualifications: Active TS/SCI clearance Active Security +CE certification is required.
