Duties Summary

Performs difficult professional structural engineering work in the design and construction of various public works projects in an assigned area; prepares and/or reviews and approves designs, plans, specifications, estimates and reports; and performs other related duties as required.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Prepares plans and specifications for public works structural projects such as bridges, buildings, culverts, catch basins, wastewater/water facilities, and other structures.

  • Prepares planning, design and construction cost estimates and quantity estimates for difficult wastewater reclamation projects.

  • Reviews and makes recommendations for Building Code amendments.

  • Meets and confers with architects and engineers on matters concerning technical interpretation of codes.

  • Prepares technical reports and correspondence.

  • Assists in the design of, or management of, the planning and design of difficult structural projects by determining the size, proportion and dimensions of structures, and supervising the reparation of construction plans and drawings.

  • Prepares scope of work and assists in negotiating fee proposals for engineering consultant services.

  • Operates vehicle to travel to construction project sitesto conduct fieldstudies of proposed projects and recommends the design, type and location of equipment to be installed.

  • Initiates inquiries and analyzes reports on characteristics and use of new materials and devices and determines their acceptability.

  • Manage and conducts difficult public works structural project construction and inspection activities, interprets plans and specifications, reviews and recommends for approval shop drawings, field test reports, and contract change orders.

  • Keeps records of work done, materials used, prepares monthly and final payment estimates.

  • Checks and approves plans and specifications of buildings and structures for compliance with all applicable codes.

  • Reviews and approves plans and specifications pertaining to civil engineering features for compliance with all pertinent code requirements.

  • Checks and verifies correctness of calculations, determinations and assumptions made as to requirements, load limits, safety allowances, etc.

  • Participates in conducting the final acceptance tests of new facilities and equipment.

Minimum Qualification Requirements

Training and Experience:

A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with major work (baccalaureate degree) in civil or structural engineering or a related field (scan and attach your official college transcript), and
  • three (3) years of professional engineering experience involving structural engineering principles and techniques dealing with the analysis and design of structures that support or resist loads, such as beams, columns, and floors of buildings, bridges, industrial structures, etc., and
  • registration as a professional structural engineer in the United States at the time of filing, (scan and attach your valid professional structural engineer license), and
  • ability to travel independently to various geographic locations. This requirement may be fulfilled by possession of a valid State of Hawai'i driver's license (Class 3) or any other valid comparable driver's license, or use of other means of transportation which meet position needs.

Note: Possession of a certificate of registration as a professional structural engineer in the State of Hawai'i prior to the completion of probation.

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: Structural engineering principles and practices; Building codes; engineering mathematics and mechanics; strength and composition of materials; material testing and soil analysis; principles of civil engineering as they apply to public works structures; and sources of engineering information.

Ability to: Prepare and review plans, designs and specification for structural projects; analyze subsurface data to determine required foundation, prepare cost estimates, prepare engineering reports and correspondence; conduct field studies; interpret technical provisions of the building code, rules, regulations, and other requirements; prepare technical reports and correspondence; and establish and maintain effective working relationships with engineers, architects, contractors, representatives from other governmental agencies and utilities, departmental staff, and the public.

Physical Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
