SALARY: $23.10 - 28.87 Hourly USD

JOB SUMMARY:

Under general supervision, investigates and issues permits for signs and landscaping to ensure conformance with applicable codes and ordinances. Performs research and reporting functions in support of streetscape design.

ESSENTIAL JOB FUNCTIONS:

1.Conduct or participate in pre-application or pre-submittal plan review meetings to advise applicants and ensure compliance with city ordinance standards.

2.Approve or deny permits by communicating necessary information for appropriate conformance through oral and written means.

3.Perform field inspections on signage, landscaping, and other streetscape improvements, review data submitted for permits related to the same, investigate issues, provide technical guidance and interpretation, and confirm compliance with zoning, the Unified Development Code, and all applicable building codes.

4.Patrol the city for possible building code and City ordinance violations, conduct field visits and investigations regarding reported code violations and gather and inventory land use information.

5.Review and provide recommendations on applications for the City's Commercial Signage Incentive Program; act as the City's liaison with property owners to ensure compliance with the terms and standards of the Program.

OTHER JOB FUNCTIONS:

6.Notify property owners of existing sign violations, landscape maintenance deficiencies, and non compliance with streetscape requirements, and issue citations as necessary.

7.Advise and confer with members of the general public concerning problems resulting from streetscape projects adjacent to or impacting their property.

8.Perform field research and evaluation of cases to collect information regarding existing field conditions and prepare reports as directed.

9.Operate a computer to enter data and retrieve information.



  1. Provide technical expertise as needed to supervisory level staff.

  2. Perform other duties as assigned.


MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of the principles and practices of landscape design, irrigation, basic construction methods and proper inspection methods.

  • Knowledge of zoning ordinances and building construction codes.

  • Knowledge of ADA (Americans with Disabilities Act) and TDLR (Texas Department of Labor & Regulations) requirements.

  • Knowledge of mathematical principles required to perform related technical calculations. Skill in exercising discretion and independent judgment.

  • Skill in working with contractors, developers, and property owners to take remedial action on non-compliance.

  • Skill in reading site plans, scaled drawings, plot plans, and plats, interpreting points and specifications, and detecting deviations from the same.

  • Skill in communicating with other city employees and the public by oral and written means.

  • Ability to perform sign inspections and streetscape inspections according to the requirements of the UDC and approved site plans and planned development ordinances.

  • Ability to prepare and maintain accurate records and files.

  • Ability to research and interpret public property records and official tax rolls.

  • Ability to receive detailed information through oral and written communication.

  • Ability to perform a variety of physical skills including, but not limited to sorting, sitting, seeing, and driving. Ability to lift or exert forces equivalent to lifting up to 40 pounds.

  • Ability to follow City and department safety rules and regulations. Ability to operate a motorized vehicle.

  • Ability to operate a variety of office equipment including, but not limited to computer and copier. Ability to work in both indoor and outdoor environments, often in extreme temperatures.

  • Incumbent is subject to dust/mites, mechanical and electrical hazards.

Qualifying Education and Experience:

  • A minimum of 20 hours of college or vocational training in construction, construction management or related field and one-year related enforcement or construction inspection experience.

  • An Associate of Applied Science Degree in Construction Management or a higher degree is preferred.

  • Possession of a valid Texas Operator's License, Class C and a satisfactory driving record.
