King County Metro Transit's Streetcar Section is creating an eligibility list of applicants who are interested in joining the Streetcar Operations and Maintenance Supervisor-in-Training program. The O&M SIT program is required training to become a supervisor at Seattle Streetcar.

Candidates who are placed on the eligibility list are invited (in seniority order) to participate in a training process that involves hands-on and classroom instruction, on-the-job training, and the performance of Streetcar O&M Supervisor duties that will increase in responsibility and complexity as O&M SITs begin to work more independently. O&M SITs must qualify in the areas of dispatcher, field supervisor, and operations controller (or "Supervisor On-Duty") prior to being deemed eligible to promote into a Streetcar O&M Supervisor vacancy. The deadline to qualify as an O&M Supervisor is up to 12 months after appointment, but O&M SITs may qualify sooner. The eligibility list may also be used for Special Duty Assignment positions that may occur in the O&M Supervisor classification.

Safety Sensitive

This position is considered safety sensitive. Applicants for these positions are required to undergo drug testing prior to employment and subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty, and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substance testing program protocols.

This position is open to the general public and all King County employees who meet the minimum qualifications and possess at least 2 and a half years of full time King County Metro Transit service in the five years preceding the closing date for applications.

  • Current members of the Amalgamated Transit Union (ATU) Local 587 bargaining unit at King County Metro Transit who meet the minimum qualifications will receive first consideration over any external applicants.

  • If an insufficient number of internal bargaining unit Employees qualify through the selection process, external applicants will then be screened, tested, interviewed, and hired.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

O&M SITs learn to perform a variety of O&M Supervisor duties through classroom instruction and on-the-job training. O&M SITs shall be placed in that classification for up to 12 months, during which time they shall be required to qualify as a dispatcher, field supervisor, and operations controller. The general areas of focus for these types of duty include (but are not limited to):

  • Field Supervisor: Tasks include conducting fare inspections, ride-checks, assisting passengers, supporting Operators, and occasionally providing relief operation of streetcars. Also assisting in disabled vehicle recovery, towing, and re-railing. Other duties as assigned.

  • Dispatching/Planning: Tasks include performing "fitness for duty" inspections of Operators reporting for work, assigning trains, making up the Extra-Board, and next day's work using HASTUS, our scheduling system. Other duties as assigned.

  • Operations Controller (Supervisor On-Duty): Tasks include answering radio calls from Operators, providing direction to Operators, Field Supervisors, and maintenance employees for both routine and emergency situations, communicating with Link LCC when required, and other duties described in Streetcar rules, standard operating procedures, and standard maintenance procedures.

About the Streetcar O&M Supervisor Role

Streetcar O&M Supervisors monitor and supervise streetcar operations on the two alignments from either the First Hill or South Lake Union Base. They monitor work assignments, communicate with Streetcar Operators in the field, coordinate service requirements, and provide training to Streetcar Operators. They ensure that safety and quality of services are delivered according to standards and that rules are followed. By the end of their training period and appointment into the Streetcar O&M Supervisor position, O&M SITs will need to be prepared to perform any of the following duties:

  • Prepare and communicate instructions and information regarding Streetcar operations.

  • Prepare and provide customer communications and on-scene customer service.

  • Ensure safe, efficient, and on-time service by ensuring streetcar operations and maintenance comply with applicable procedures.

  • Assist the Streetcar Chiefs with operating and maintenance schedules; evaluate system requirements; identify resource needs and the allocation of the resources.

  • Oversee pre-trip inspections on vehicles and ensure that needed work is performed.

  • Assign and dispatch employees and work assignments.

  • Participate in the development of goals and objectives, policies, and procedures by recommending changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures.

  • Act as first responder in emergency situations by following Streetcar and APTA rules and guidelines; re-rail trains and recover vehicle from accidents.

  • Establish and maintain a clean, safe work environment; ensure safe travel on streetcars; monitor vehicle activities for compliance to safety policy and standards; identify any potential hazards and implement prompt corrective action.

  • Monitor work activities to ensure proper and efficient functioning, and compliance with established policies and procedures.

  • Assist the Streetcar Chiefs and Technical Trainer with development and implementation of training materials for initial and on-going training and/or refreshers for all Streetcar Operators and staff; assist with evaluations of new equipment and changes in existing equipment and incorporate the changes into the training curriculum; assist with trainee evaluations during training or probationary period and make recommendations to Chief or appropriate management.

  • Assist in overseeing performance and evaluate work carried out by contractors to ensure compliance with agency, departmental, and project objectives.

  • Maintain records, prepare reports on operations and maintenance activities; assist in developing and/or updating operating rules, procedures, and schedules to provide a safe environment for employees and customers.

  • May directly supervise Electro-Mechanics, Right of Way (ROW) Track Maintainers, and Rail Service Worker.

  • Perform certain maintenance functions such as preparing streetcars for service and pulling streetcars out of the shop.

  • May assist Electro-Mechanics or Operators with coupling and towing.

  • May work with our maintenance information system (training is provided).

  • Control streetcars in operation using NextBus vehicle location system and radio to manage headways and recover schedules during normal service and during service disruptions.

  • Perform other related duties as required, including operating streetcars in service when needed.

Experience, Qualifications, Knowledge, Skills

We are looking for people who have the following core competencies:

  • Ability to learn and demonstrate knowledge of state and federal rules and regulations related to rail operations, and industrial safety rules and regulations as applied to public transit and rail operation.

  • Skill in oral and written communication; skill in reading, writing, and following detailed instructions.

  • Basic knowledge and skill in the use of Word, Excel, Outlook (or other similar applications) and a web browser; must also be able to learn and use a variety of computer programs.

Minimum Qualifications

  • Two and one-half years of full-time service at King County Metro Transit in the five years preceding the closing date of this posting.

We are highly interested in applicants who have:

  • At least three years of increasingly responsible experience in a supervisory (or lead) capacity, OR any combination of education or experience that demonstrates the ability to support a team of peers through effective coaching, support, and coordination of resources and services.

  • Knowledge of human resources management, supervisory principles, and federal, state and local laws related to employment, civil rights, equity and social justice.

  • Proven customer service skills that reflect Metro's commitment to service and the ability to create an environment that supports service excellence.

  • Working knowledge of King County Metro Transit operations, policies, and procedures.

  • Working knowledge of streetcar or passenger rail operations.

Necessary Special Requirements

  • Applicants must possess a valid driver's license with acceptable driving history, (and possess a Washington State license within 30 days of hire).

  • Maintenance of DOT Medical Certification throughout employment (the Certification is issued during our pre-employment process via our physical exam).

  • Ability to acquire and maintain the Streetcar Operator Rail Card, and any additional certifications required.

  • The ability to gain the skills, knowledge, experience, and abilities to qualify as a Streetcar O&M Supervisor within 12 months of appointment.

  • O&M SIT's must be able to work non-standard work hours including evenings, weekends, and holidays as needed.

  • Physical Requirements: Incumbents in these positions will be sitting, handling tools, lifting up to 50 pounds, carrying weight up to forty feet, standing for long periods of time, walking, boarding streetcars, and performing a variety of physical activities.

Supplemental Information

Wage Information

Streetcar O&M SITs are considered non-exempt from the Fair Labor Standards Act and are eligible for overtime pay. The starting wage as an O&M SIT is $50.45/hour and can increase to $53.42/hour once successful O&M SITs have completed the training period and are qualified to be O&M Supervisors.

Selection Process for Eligibility List

  • Internal bargaining unit employees will be given first preference in the selection process, before external applicants are considered for the eligibility list.

  • Applicants meeting the minimum qualifications will be screened based on clarity, completeness, and content of their application materials.

  • The most competitive applicants will be invited to participate in an information session and further testing.

  • The top scores from testing will move on to the internal work record review process.

  • At least one panel interview is planned to help us select up to 5 applicants to join the eligibility list to fill future O&M SIT vacancies in seniority order (seniority list to be provided by ATU 587).

  • Candidates who qualify to be placed on our eligibility list will be subject to further reference or record reviews, and any pre-employment processes necessary at the time of appointment into the O&M SIT program, such as:

  • a review of driving abstract

  • any DOT physicals needed to comply with a safety-sensitive position

  • a DOT drug and alcohol test, and two-year drug and alcohol background check

Probationary Period

Upon appointment to the training program, the O&M SIT shall be subject to a training period lasting up to 12 months, at the discretion of Metro. At the end the training period, the O&M SIT is required to qualify as Streetcar Operations and Maintenance Supervisor. ATU 587 employees who are selected into the O&M SIT program but fail to qualify during the training period will return to their previous classification at King County Metro. Streetcar O&M Supervisors-in-Training will receive a performance review upon completion of training in each of the three areas. Upon successful completion of the O&M SIT program, the trainee may be appointed as a Streetcar O&M Supervisor as vacancies allow and must complete an additional six-month probationary period as O&M Supervisor.

Work Schedule

This position is not exempt to the Fair Labor Standards Act and is eligible for overtime. Work schedules will vary due to the needs of the training program. Once the successful graduates of the training program are promoted to the role of Streetcar O&M Supervisor, they are included in a seniority-based pick system that provides opportunities to change shifts in the spring and fall of each year. Streetcar O&M Supervisors and SITs work both regular and relief shifts, with consecutive days off. All Streetcar O&M Supervisor personnel must be able to work non-standard work hours including evenings, weekends, and holidays, if necessary.
