The Bureau of Street Environmental Services keeps the City's streets, sidewalks and other public spaces clean with mechanical and manual sweeping, graffiti abatement and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco's cleaning and greening initiatives.

Public Works currently has a vacancy for a Street Inspection Supervisor (6232) within the Bureau of Street Environmental Services.

Role description

Definition:

Under general direction, the successful candidate selected for this Street Inspection Supervisor role will manage personnel engaged in the inspection of streets, sidewalks, repair projects that involve the public right-of-way, and utility excavation sites for compliance with San Francisco legislation, SF Public Works Code and Departmental directives. This is a working supervisor position that will oversee the implementation plan of Public Works Order 206,887.

The selected candidate will oversee this project by planning, organizing, assigning, directing, and evaluating the work of senior staff in inspection sections. They will ensure compliance of the legislation and implementation of the order by initiating and evaluating the standards, methods, policies, forms and procedures for permit review and inspections. They will be the public facing permit inspector during the order implementation, representing San Francisco Public Works (SFPW) at Boards, Commissions, community meetings, and public hearings regarding vending in the Mission District and for this district be responsible for responding to or reviews responses to inquiries, complaints and claims; imparts information regarding codes, permits, ordinances and regulations; resolves issues and takes corrective action.

Examples of Important and Essential Duties:

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list.

1.Supervises first line supervisors by planning, organizing, assigning, directing and evaluating the work of senior staff in inspection sections who are engaged in street, sidewalk, repair project, and utility excavation inspection activities.

2.Ensures compliance with codes, permit conditions, plans and specifications; and secures compliance with the Americans with Disabilities Act and California Title 24.

3.Initiates, evaluates, develops, writes, implements, and maintains standards, methods, policies, forms and procedures for permit review and inspection teams.

4.Schedules and participates in employee job and safety training by conducting training sessions or arranging for training of staff.

5.Represents the Department in legal matters such as assisting the City Attorney with liability claims filed against the City; provides depositions or testifies in court as an expert witness; testifies before legislative bodies; and recommends revocation of permits.

6.Represents the Department at Boards, Commissions, community meetings, and public hearings.

7.Responds to or reviews responses to inquiries, complaints and claims; imparts information regarding codes, permits, ordinances and regulations; resolves issues and takes corrective action.

8.Uses a computer to write and generate reports, meeting and hearing documentation, performance appraisals, and correspondence.

9.Monitors and projects expenditures to assist with the preparation of the Bureau's budget.



  1. May administer contracts for street, sidewalk, and utility trench improvement work.

  2. Operates a motor vehicle to attend meetings or travel to a job site.

  3. Uses a telephone, cell phone, pager, and two-way radio to communicate with managers, property and business owners, contractors, agency representatives and the public.

  4. Performs related duties as required.


How to qualify

Minimum Qualifications:

Experience:

Two years of supervisory experience in street inspection activities, or in the construction trades related to right-of-way maintenance with responsibility for quality assurance and safety code compliance.

License:

Possession and maintenance of a valid class C driver license.

Valid Driver's License: Applicants must possess a valid State of California driver's license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role.

Note: One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
