The role works strategically with key stakeholders on their Procurement needs and executes an RFQ/RFP on the Bank`s behalf. The Strategic Sourcing Senior leads RFQ and RFP projects, evaluates suppliers, analyzes bids, negotiates terms, is responsible for post-award contract management and procurement analytics. Ensures that the Fourth District complies with the Federal Reserve System Model Acquisition Guidelines.
Lead cross-functional procurement projects (RFQs/RFPs) with key internal stakeholders.
Evaluate suppliers based on pre-determined selection criteria and analyzes bids to identify opportunities to achieve optimal value.
Analyzes bid/proposals to ensure requirements are met including compliance with appropriate Bank policies and procedures.
Prepare and execute clear, structured negotiation strategies.
Prepare and execute contracts as well as perform post-award administration, including vendor management.
Conducts operational analysis to identify trends and operational efficiency improvements. Keeps abreast of changes in policies and procedures affecting assigned area, and monitors and reports on specific trends.
Develops and prepares various reports associated with quality, performance, and operational statistics to ensure objectives are met.
Clearly communicates conclusions, analytical findings, reporting information and system enhancements to key stakeholders.
Analyzes industry trends and conditions that affect internal stakeholders and external suppliers.
Provides expertise to Federal Reserve System level assignments/workgroups.
Lead efforts related to the Bank's supplier diversity program.
Performs other duties as assigned or requested.
Adheres to the Bank's attendance policies through regular and prompt attendance.
Education and Experience
5 years of related work experience required for a Senior, 7 years of experience required for a Specialist
Professional certification preferred (Purchasing, APICS, ISCM, Certified Contracts Manager, and others)
Data Analytics / Tableau
Ability to perform independent research
Comprehensive knowledge of procure-to-pay principles and systems
Experience with SAP Ariba
Verbal and written communication skills
Ability to deal with ambiguity and exercise independent discretion
Physical Demands and General Working Conditions
Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Employees may be required to travel by car/air.
