Kapili Government Services, LLC is looking for a qualified Strategic Portfolio Leader to support our contract with Bumed.

DUTIES INCLUDE:

  • Providing subject matter expertise to the Government in the field of portfolio and project management-related processes, procedures, and protocols in order to promote a common understanding and application of the portfolio management process to all stakeholders within the Navy Medicine Enterprise.

  • Maturing the prioritization criteria matrix, focusing on the contributions of Navy Medicine to operational force readiness using information gathering techniques for decision making.

  • Supporting project leadership of the portfolio projects that will promote standardization and transparency within the portfolio management support office by incorporating best practices, standardized templates, policies, Standard Operating Procedures (SOPs), Memos, Charters and PowerPoint presentations.

  • Through the use of qualitative and quantitative analyses, providing a guiding framework to operationalize the organizational strategic goals and objectives into a project management framework.

  • Contributing to organizational strategy and effectiveness through the provision of portfolio project data enabling efficient decision making concerning projects, programs and ongoing operations.

  • Performing an analysis of the impact of change in strategic goals and objectives to the portfolio and portfolio components.

  • Maintaining the high level portfolio roadmap using prioritization, interdependency analysis, and organizational constraints in order to confirm and communicate the portfolio components sequencing, dependencies and strategic alignment.

REQUIRED SKILLS AND EXPERIENCE:

  • At least three (3) years' relevant experience after receiving PMP certification.

  • Demonstrated knowledge and experience associated with successfully accomplishing all tasks.

  • Experience working in Navy Medicine programs is preferred.

DEGREE/EDUCATION/CERTIFICATION REQUIREMENT:

  • A Project Management Professional (PMP) certification.

CITIZENSHIP/SECURITY CLEARANCE REQUIREMENTS:

  • Must be a US Citizen.

  • Must be able to pass a National Agency Check with Local Credit Checks (NACLC).

  • Secret Security Clearance Required.

Candidate must also have strong communication and critical thinking skills, be able to work well collaboratively, and ability to manage multiple complex projects in parallel. The individual will lead people either directly or through a matrix model and may also lead special studies that include the management of outside consultant teams.
