Join TASC, an Engility Company, and be a part of a team that is impacting National security. We are currently looking for a Strategic Planner with active/current TS/SCI security clearance to join our Team in Springfield, VA to support one of our Programs within the Intelligence Community.

Job Duties and Responsibilities:

  • Shall be responsible for creation, refinement, and maintenance of Strategic Planning documents such as, but not limited to, the Commercial Imagery Business strategies, Business Plans and supporting documents addressing governance, strategies and information management, requirements and production planning techniques and procedures, to include establishing and employing best practices and metrics. Will provide support to the development of Long Term Commercial Imagery Business Strategies, Business Plans and supporting documents (CJB, CBJB) to include the preparation of materials for NGA Oversight Budget Hearings, the Congressional Budget Justification Book (CBJB), and the Congressional Justification Book (CJB). Shall be responsible for documenting organizational strategy and changes and will facilitate information gathering, collaboration, and cross cutting planning efforts that span the entire organization and will need to work closely with Government Management within Source/CGS to ensure developed plans are in keeping with Source's strategic goals and mission. Support to Strategic and Business planning will include but not be limited to the following tasks:

  • Provide support to the planning and full-up implementation and integration of commercial imagery information into the NSG.

  • Support the development of the CGS Business plans to include the development and coordination of several key processes and methodologies.

  • Prepare and brief findings and results.

  • Support the development of the Out Year Strategic Plans and profiles based on the needs of our Mission Partners.

  • Participate in working groups that address long term planning as requested by the Government.

  • Support numerous Commercial Imagery oversight meetings to include: ODNI Hearings, Congressional Hearings, ODNI Budget Hearings, and Congressional budget presentations. Preparing written descriptions that address questions form oversight.

  • Develop and prepare Commercial Imagery budget over-guidance requests.

  • Resolve funding conflicts between financial programs and appropriations (O&M, RDT&E).

  • Develop, update, and maintain Commercial Imagery CJB and CBJB narratives.

  • Prepare narratives for funding requests to include identifying resource and changes.

  • Develop mitigation strategies as requested by the Government

Position Overview: Supports the Agency planning for mission assurance of operational and business functions. Provides strategic direction, vision, and leadership by: Interpreting government regulations and applicable codes, and advises government management on the best course of action to ensure compliance. Developing programs, procedures and contingency plans based on a risk approach and proposes solutions that monitor, evaluate and enable resolution of safety and continuity of operations compliance. Performing business impact analysis, risk assessments of essential functions and/or information systems. Overseeing the development, integration, and exercising of contingency plans. Preparing and conducting briefings and overviews to educate Agency personnel. Preparing and submiting position and information papers in response to government requirements. Demonstrating considerable expertise in providing solutions and recommendations based on internal and external factors. Monitoring contingency plan exercises, assessing plan effectiveness, and recommending plan improvements to improve responses to emergencies. Being cognizant of national and DNI policies and providing expertise to act as a trusted advisor to NGA senior leadership. Being able to provide strategic direction in leading activities in support of team and enterprise objectives 1. Analyzes user needs to determine functional requirements for a wide variety of projects. 2. Performs technical assessments aimed at improving client systems. 3. Performs functional allocations to identify tasks and their inter-relationships. 4. Researches, identifies, and recommends resources required for task execution and completion. 5. Performs functional modeling based on requirements analysis. 6. Develops new systems or updates existing systems to meet client needs. 7. Serves as technical advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further investigation. 8. Generates recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel. 9. Consults with clients to determine optimum design for assigned projects. 10. Identifies emerging relevant technologies that may result in improvements to current processes and systems. 11. Writes and updates project documentation including system procedures, presentations, and training materials. 12. Conducts functional testing of various systems. 13. Provides guidance and work leadership to less-experienced analysts, and may have supervisory responsibilities. 14. May serve as technical team or task lead. 15. Maintains current knowledge of relevant technologies and subject areas. 16. Participates in special projects as required. Education: Bachelor's Degree in a related technical discipline, or the equivalent combination of education, professional training, or work experience. Qualifications: Required: * 8-10 years fo related experience * TS SCI with Poly Required * Proven experience effectively prioritizing workload to meet deadlines and work objectives * Demonstrated ability to write clearly, succinctly, and in a manner that appeals to a wide audience * Proficiency in word processing, spreadsheet, and presentation creation tools, as well as Internet research tools * Experience designing, coordinating and conducting continuity exercises in accordance with (IAW) Department of Homeland Security (DHS) Exercise Evaluation Program (HSEEP) guidelines. Research, formulate and document reconstitution and devolution strategies. * Experience in three (3) or more of the following areas: * Continuity of Operations * Continuity of Government * Business Continuity Planning * Information Technology Disaster Recovery * Crisis Management * Information Security/Operations * Continuity Strategic Planning and Policy * Enterprise Risk Management * National level homeland security or continuity of operations exercises.
