Business Oregon, the state's economic development agency, is currently hiring a permanent Strategic Initiatives Project Manager (Operations & Policy Analyst 4) position. We are looking for a highly organized, implementation-oriented professional with experience in project management, strategic planning, and data analysis, metrics development, and key performance dashboards. The incumbent in this position will have the chance to dive into long-term planning, dream up new ways to look at output and impact, and have a chance to craft innovative ideas into real-life plans that impact communities across Oregon. This position helps build and manage internal systems to meld the measurable impact of the agency's work into a compelling story, in a consistent way.

This position will be a key part of the Operations Division, residing in the Communications and Research section.

What this position will do:

  • This position will have the opportunity to consistently engage with the agency Director and leadership team, and provide administrative project management, strategic policy, and internal systems support. The role provides internal organizational project management functions and drives strategic initiatives that improve and innovate department functions.

  • The candidate we need will have a unique skillset and experience with project management, strategic planning, data analysis, strong organizational communications, and creative thinking. We want you to take strategic concepts from leadership and create and complete plans that bring them to fruition.

  • Lead internal communications, internal cross-functional collaboration, and internal memo and policy development and implementation. Particularly delivering consistent messages and updates from the executive team.

  • Develop processes to determine prioritization of ideas and subsequently design project plans to manage. Including allocation of resources, necessary legislative requests, rule and policy development and external partner collaboration.

  • Oversee the internal coordination and agency reporting process for all of Governor's agency expectations. This position will lead coordination of agency-wide reporting requirements and look for ways to create consistent systems to communicate outcomes and performance.

The ideal candidate will possess a combination of some or all of the following skills:

  • Demonstrated skill and experience in project management and/or organizational change management.

  • Advanced skills in strategic planning, development and implement projects and strategic initiatives.

  • Experience in data analysis, creating metrics and dashboards for organizational metrics and reporting.

  • Experience in organizational communications, managing communications channels and providing change management updates.

  • Excellent written and verbal communication skills; including public speaking and presentation skills and compelling business writer.

  • Highly organized, implementation oriented, and resourceful.

What you need to qualify:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Agency

Operations Division serves every part of the department and includes all central administrative services. The central services include: Communications and Research; Employee Services/HR; Fiscal and Budget Services; Information Technology; Internal Audit; and Policy, Rules, and Contracts (PRAC).

The Communications and Research Section includes the Communications and Research teams, providing services and tools agency-wide, assisting with research and products for strategy and policy-making decisions; and manages agency marketing, communications, social media, and branding.

  • This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
