Job Summary and Responsibilities/Duties

Under the guidance of the vice president and financial managers, offers operational and technical financial expertise in to various stakeholders, including department staff, college departments, educational institutions, the community, and external agencies. Supports comprehensive financial policies and funding allocations that align with programmatic goals. Develops business initiatives, bargaining proposals, and policies that propel the College towards its vision, mission, and strategic objectives. Develops financial models through benchmarking and process analysis, forecasting resources, and preparing cost projections. Analyzes the current financial status, conducts research on historical financial data, compares expected and actual results to pinpoint areas for improvement, and coordinates with management for long-term financial planning.

Essential Duties

  • Analyzes and interprets federal, state, and local laws, generally accepted accounting principles, and Government Accounting Standards Board standards, and ensures internal financial policies, procedures, and financial statements comply with applicable laws and principles.

  • Coordinates the external audit process and works with external auditors to coordinate applicable processes including serving as liaison between the Board Audit Committee and the external auditors.

  • Provides internal guidance to College leaders to maintain budgetary controls; serves as College subject matter expert, and provides oversight of internal audits to ensure various programs operations are within budget and in accordance with fiscal practices, local, state and federal laws.

  • Participates in collective bargaining negotiations, creates forecasts, and advises college administration regarding financial issues and impacts.

  • Supports the effective daily operation of financial systems and other technology resources by using technical and functional knowledge along with an understanding of the business processes of the division to guide users on the proper use of those systems and technologies. Provides for problem determination and resolution, assists with the implementation of new or unused features, and provides related training and documentation. Acts as the liaison with information technology.

  • Provides support to internal and external stakeholders in assessing the financial impact of legislation, ballot measures, negotiations and related matters; performs analysis and recommends new and revised legislation language to ensure business and financial services laws which enhance the district's educational mission.

  • Keeps current on and analyzes public agency accounting laws, regulations, and best practices; attends and participates in related trainings, workshops, in-services and seminars; creates and provides related training and documentation for staff and stakeholders.

Additional Duties

  • Prepares reports for College Board and administration.

  • Performs all other duties as assigned.

Minimum and Desired Qualifications

Education: Bachelor's degree in finance, accounting, business administration, or a closely related field

Experience/Training:

  • Minimum (5) years of professional level experience as an accountant, including experience analyzing Generally Accepted Accounting Principles (GAAP) and at least (2) years of financial data analysis and forecasting

  • Experience developing and implementing accounting controls, records, procedures, and system applications

  • Experience working with diverse backgrounds; demonstrated commitment to promoting access and diversity

Equivalent combinations of education and experience may be considered.

Preferred Qualifications : Master's degree in finance or related field

Knowledge, Skills and Abilities

Ability to:

  • Demonstrate strong analytical skills and advanced knowledge of financial software and a deep understanding of economic principles and financial regulations.

  • Prepare complex financial statements, reports and analyses.

  • Designing and implementing finance, budgeting, accounting and recording systems

  • Interpret and apply federal, state and local laws and regulations.

  • Present complex financial data to external teams, work under pressure and strict deadlines, multitask, and have a firm grasp on financial laws and regulations.

Knowledge of:

  • Governmental fund accounting systems and principles, institutional budgeting, and accounting processes

  • Computerized financial accounting and database systems, project management, word processing and spreadsheet software

  • Data collection, analysis and reporting techniques

Working Conditions and Important Information

Working Conditions

Work is typically performed in a normal office environment while sitting at a computer terminal. Visual eye strain and repetitive hand/wrist motion for data entry and keyboarding functions.

Salary

Initial salary placement will be based on years of relevant full-time equivalent experience at the sole discretion of the College, per the guidelines in the applicable Handbook or Collective Bargaining Agreement. Please include all relevant full and part-time experience in your application that you want the College to review towards potential placement. Hired employees will not have an opportunity to update past experience or appeal initial placement after the time of hire.
