Strategic Alignment Analyst / Process Engineer (Level 3)
Quadrint requires a strategic alignment analyst to assist its client in aligning its workforce and corresponding positions to strategic goals. The strategic alignment analyst will engage directly with organizational leadership to collect, organize, and analyze mission requirements and provide decision support to executive-level decision makers. The ideal candidate has experience in strategy consulting, a high attention to detail, and experience facilitating process improvement efforts.
The selected candidate will be expected to:
  • Resource Alignment Activities. Conduct resource alignment activities to collect, analyze, and communicate position management information in a consistent corporate manner supporting senior decision-making bodies with data-driven analyses that optimize the alignment of talent to strategic mission needs over time.
  • Table of Organization (TO) Administration. Maintain and administer the TO for holistic agency-wide government, contractor, and military position management.
  • TO Processes Automation. Work with information technologists to maximize and refine automation of TO processes (e.g., data ingest, TO changes, monitoring and analyzing TO changes for patterns and trends).
  • Time-Phased TO. Quarterly, deliver to leadership a time-phased TO linked to strategic mission assessment goals that, in a consistent, corporate manner, determines and tracks mission priorities, links mission delivery to customer demand, assesses agency-wide mission change implications, and defines talent requirements to optimally meet the agencys strategic mission needs.
  • TO Changes. Provide insight reporting on the cumulative impact of TO changes on the agencys ability to achieve its strategy over time to agency senior leaders via leadership and the governance process.

Required Skills:
  • Must have an active TS/SCI clearance.
  • Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required.
  • Bachelors degree
  • Minimum 7 years of experience.
  • Experience or certification in relevant methodology (i.e., ITIL, Six Sigma, CMMI, ISO)
  • Ability to create and maintain process documentation and diagrams

  • Experience providing strategy or management consulting
  • Experience applying decision frameworks (i.e. Analytic Hierarchy Process)

Description: The Applications Services Integrator (ASI) delivers full life-cycle systems integration and engineering services to meet the missions of its customers. ASI technical services modernize mission systems and segments to provide enhanced information technology capabilities to users worldwide. The ASI Analytic Services project has the need for an experienced systems integrator to define mission capabilities and services to meet customer objectives. Reporting to the Analytic Services Project Lead, the Systems Integrator is accountable for end-to-end systems engineering and integration, engineering documentation, customer engagement, project management and enterprise coordination. Responsibilities Include: * Assess current and future technology, and ensures the Project captures innovative tradecraft, lessons learned, and best practices * Perform technical systems analysis of alternatives (AoA) and recommendations on NSG Enterprise services implementation and operations, leveraging industry best practices * Provide SE&I and Analysis to implement customer vision to replace aging legacy interfaces with an Open System, Service-Oriented Architecture * Analyze user needs to develop IT solutions, designing/implementing processes, new/customized capabilities/services for client use with the aim of optimizing operational efficiency, applying principles and techniques of system management processes, engineering analysis, and IT development methodologies as appropriate * Ensure sufficient product definition/spec, AoAs and business workflows and coordinate closely with developers to ensure proper implementation and V&V of specs, functionality and performance * Participate in technical exchange meetings (TEMs) for managing project execution and resolving enterprise issues * Participate the development of engineering products, such as CONOPS, architecture analyses, Requests for Change (RFCs), and transition plans Required Qualifications: * TS/SCI Clearance (with current SSBI favorably adjudicated within the last 5 years) * Bachelor's degree in Engineering / CS / Math / Science / or related technical experience * 6 years of experience in systems engineering, systems analysis, intelligence analysis or systems integration * Ability to translate mission and system roadmap elements into deployment objectives that ensures requisite capabilities and services are available to meet mission and user needs * Demonstrated ability to perform requirements definition, analysis, and prioritization * Experience using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to solve complex problems * Self-starter and able to manage multiple tasks and changing priorities * Strong interpersonal, problem solving, organizational and multi-tasking skills * Experience in using software to present analytic results * Experience with NGA or its IC partners * Ability to identify technology gaps in capabilities and processes * Demonstrated ability to work independently (self-managing) & within a team environment * Experience facilitating technical exchange meetings and client engagements, to include deep dive working sessions to solve complex problems * Strong analysis, quality assessment, oral & written communications skills * Ability to explain technical issues clearly/accurately to technical/non-technical audiences Desired Qualifications: * Advanced degree or certification in a technical field * Demonstrated experience with Activity Based Intelligence, analytic modeling, and data analytics * Demonstrated experience in engineering GEOINT collection and tasking processes * Demonstrated experience in cloud technology with emphasis on distributed performance * Demonstrated knowledge of the NSG programs to include both legacy systems, as well as key concepts for future vision architecture (e.g., Cloud hosting, platform-as-a-service, and other IC ITE initiatives) and services (e.g., RTM, NCL, eXploit, and NGA Portfolio Initiatives) * Demonstrated ability to establish effective customer relationships with senior level government personnel; ability to work independently and within a team environment Trusted Knowledge Options Inc.
