Position Summary

The City of Farmers Branch is looking to hire a strategy-minded servant leader with the experience and skills to serve as the City's Stormwater/Civil Engineer. Under the general supervision of the Public Works Deputy Director, the City Stormwater / Civil Engineer is primarily responsible for providing expertise in Stormwater system design and Civil Engineering for the City of Farmers Branch.

Essential Job Functions

Performs other duties as required.

  • Design and oversee City Stormwater and City Storm Sewer Systems

  • Analyze and investigate stormwater infrastructure and failures and develop and modify utility standard drawings and specifications.

  • Ability to perform hydraulic calculations and other various stormwater calculations.

  • Provide direction to consultants regarding the development of plans, construction specifications, and details for assigned Capital Improvement Projects.

  • Oversees floodplain issues, reviews flood studies, maintains appropriate records, and may serve as Floodplain Administrator for the City.

  • Perform professional engineering design for stormwater system improvements and expansion, ensuring regulatory compliance.

  • Provides analytical and developmental recommendations relating to engineering plans, specifications, and reports on improvements to infrastructure for the City.

  • Assists with implementing and maintaining the public works asset management program for the City's Streets and Utilities infrastructure.

  • Assist with compliance with the City's Storm Water Management Program (SWMP) per the Texas Commission of Environmental Quality (TCEQ) Municipal Separate Storm Sewer (MS4) Permit, the TCEQ Construction General Permit, and TCEQ Multi-Sector General Permit;

  • Visit and inspect various City sites.

  • Knowledge of AutoCAD and ability to use AutoCAD System for design.

  • Assist in the creation and updating of the City standards and details.

  • Prepare agenda items for Stormwater Compliance functions and other capital projects for City Council meetings.

  • Help with inspection and monitoring of local entities, construction sites, and industrial facilities to determine compliance with stormwater laws, rules, and regulations.

  • Collaborate on corrective measures for potential stormwater violations and recommend technical resources needed to correct violations;

  • Develop and administer public relations efforts to inform internal staff, citizens, contractors, industry, and other stakeholders to develop and implement programs for compliance with stormwater regulations;

  • Prepare letters and reports to regulatory agencies documenting compliance activities and results;

  • Perform additional duties as assigned.

Education and Experience

Bachelor's degree in Engineering, Civil Engineering, Environmental Engineering or related field; supplemented by three (3) years Engineering Experience.

  • Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.

  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.

Licenses and Certificates:

  • Must possess and maintain a valid Texas Driver License, "Class C", with a driving record that meets or exceeds minimum City standards.

  • Possess Floodplain Manager Certification, or will be required to obtain within first six (6) months of employment.

  • Possess certification as a Professional Engineer (PE) for the State of Texas, or will be required to obtain within first six (6) months of employment.

Work Environment:

  • Works primarily in climate-controlled office environment with occasional exposure to weather conditions. Physical demands are primarily sedentary requiring little physical effort in working with light (up to 20 lbs.) easy to handle materials. Requires sitting, standing, walking, reaching, bending.
