Position Information

New Hanover County is currently seeking a motivated and experienced Stormwater Superintendent to join our dedicated team in the Stormwater Services Division of the Engineering Department. Located in Wilmington, North Carolina, our coastal community offers a unique opportunity to live and work by the beautiful beaches of the Atlantic Ocean. As the Stormwater Superintendent, you will play a critical role in supervising staff and overseeing the daily operations of our stormwater construction crews. Your responsibilities will include ensuring the implementation of safety measures, managing equipment maintenance and inventory, and evaluating production and performance. We are looking for a detail-oriented professional with strong leadership skills and a passion for environmental stewardship.

Essential Duties:

  • Supervises two or more full-time staff by prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained, and making hiring, termination, and disciplinary recommendations.

  • Oversees and schedules work of the stormwater maintenance crews including managing the assignment of vehicles and equipment for individual projects, jobs, and tasks.

  • Oversees the department's policies related to maintenance performance measures related to safety, proper use and care of the County's resources, proper care of work sites, and conduct related to performance of work.

  • Submits NC 811 utility locate requests for all work that involves digging performed by in-house crews.

  • Maintains sediment and erosion control self-inspection records for in-house construction jobs that require land disturbing permits and NCG01 from the NCDEQ.

  • Performs field inspections of maintenance crew work by traveling to sites, ensuring the work meets County performance standards, troubleshooting mechanical and construction related problems, and ensuring projects are completed in a safe and timely manner.

  • Maintains supply of materials and tools necessary for stormwater and drainage maintenance and repair by monitoring inventory and working with administrative staff regarding requisition entry and invoicing.

  • Coordinates with vendors to obtain quotes for supplies, equipment, vehicles, and tools and to schedule delivery of ordered materials to ensure staff is available to receive or pick up shipments and to aid in scheduling work if materials are needed for particular jobs.

  • Manages the department's fleet of heavy trucks, trailers, and equipment.

  • Determines and evaluates the reasonable scope for in-house maintenance and repair of heavy construction equipment, heavy trucks, small engines, and tools. When needed, coordinates with outside vendors to schedule maintenance and repair work.

  • Schedules, manages, and conducts training related to the use of heavy construction equipment, construction methods, and standard operation procedures.

  • Serves as a CDL instructor for the County to provide training to internal staff and develop a workforce capable to meet the need for CDL drivers within the department.

  • Ensures the accuracy and proper and prompt completion of appropriate information as work orders are assigned and completed through the County's asset management software. Coordinates with engineering staff when engineering support is needed to perform projects assigned.

  • Advises the County Engineer and engineering staff on maintenance crew capabilities and recommends whether projects should be completed through contracted services.

  • Advises and provides recommendations to the County Engineer regarding operational expenses and budget planning related to maintenance operations.

  • May assist in performing maintenance or repair of drainage infrastructure or construction of new drainage infrastructure.

  • Performs other duties of a similar nature or level.

  • Performs work during emergency/disaster situations.

Hours:

6:30 AM - 5:30 PM, Monday - Thursday.

Must be available to report for emergency work assignments during emergency situations.

Salary Information:,

Thehiring rangefor this position is$59,168 - $79,877.Salary will be determined based on qualifications. Bilingual candidates are eligible for a differential (5%) when performing Spanish language interpretation during the course of work.

Qualifications

High school diploma and eight (8) years of progressively responsible related experience, including a minimum of three (3) years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Work Environment and Physical Requirements

The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, grasping, handling, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

The work is performed in an office or indoor setting with typical levels of noise and disruptions, or outside where the employee may be exposed to varying temperature and/or weather conditions.
