GENERAL DESCRIPTION

Under the general direction of Stormwater Manager, conducts compliance related contact and communication with builders, developers, business owners, etc. with possible issuance of stop work orders and fines in the occurrence of non-compliance. This position is an essential position under general direction of the Stormwater Services Division Manager that performs a variety of skilled field and office work involved in the administration and enforcement of the City's Texas Pollution Discharge Elimination System (TPDES) Municipal Separate Storm Sewer System (MS4) Permit.

This position is responsible for inspections, investigations, and permit regulation relating to the City's stormwater permit, which includes oversight of the Industrial and High Risk Facility Inspection Program and Construction Site Inspection Program. This position also conducts illicit discharge investigations; pollution prevention and good housekeeping inspections; stormwater outfall; dry and wet weather quality screenings; pesticide, herbicide and fertilizer control inspections; spill response; and education of citizens and employees of the City of Abilene.

SUPERVISION EXERCISED

May direct some activities of staff particularly during absence of the supervisory staff; however, this position performs no direct supervision.

IMPORTANT AND ESSENTIAL DUTIES

Schedules and performs inspections of construction sites, industrial, and high-risk facilities to determine MS4 permit and City Ordinance compliance.

Manages dry and wet weather screening and reporting programs. Performs illicit discharge, detection and elimination through stormwater quality screenings. Conducts water quality analytical inspections using chemical test kits and/or collects water samples for lab testing.

Responds to and investigates reports of illicit discharges, improper disposal, and illegal dumping and enters the information into the reporting system.

Acts in response to spills and leaks in the City and prepares detailed reports of containment activities.

Responds to Stormwater service requests, as assigned.

Creates and maintains appropriate data, records, and files in a relevant managerial information system software such as MS4 Web, Cartegraph etc. Ensures accurate and timely data management for construction, industrial and high risk, illicit discharge, dry and wet weather screening, pollution prevention and good housekeeping, pesticide, herbicide, and fertilizer control, spill response, and citizen requests.

Assists in coordination of educational requirements established in the City's MS4 permit. This education includes classes and information to citizens of Abilene and employees of the City.

Maintains interaction and coordination with other City departments (Legal, Planning and Development Services, Building Inspection & Permits, Engineering, Environmental Health, Code Enforcement), and with private sector users, including business owners, builders and developers to ensure stormwater regulation compliance.

Assists in administration of the Stormwater Utility Fee ensuring constructed square footage.

Schedules inspections and meetings related to stormwater compliance activities.

Operates City vehicle and equipment regularly to commute to various work locations and sites throughout Abilene.

OTHER JOB RELATED DUTIES

Meets with individual citizens and community groups to discuss stormwater issues and concerns.

Performs other related duties and responsibilities as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Principles, practices, and planning of stormwater management techniques to include, but not limited to; erosion control, structural controls, best practices, and spill response.

Social, economic, cultural, and environmental factors related to stormwater planning and management activities.

Working knowledge of local, state, and federal legislation related to stormwater

management and floodplain management, including FEMA's NFIP program.

Methods and procedures used in making field inspections and determining compliance with local, state, and federal stormwater regulations.

Safe driving principles and practices.

Skill to:

Operate within an ArcMap/ArcGIS ESRI program.

Read and interpret City Ordinances.

Communicate and interact effectively with co-workers, managers, and the general public sufficient to convey information and to receive work direction.

Operate office equipment including computer equipment.

Safely operate a motor vehicle.

Ability to:

Deliver effective customer service when under stressful situations associated with enforcement activities of the City's TPDES/MS4 Permit.

Communicate clearly and concisely, both orally and in writing, when dealing with citizens and City staff. Prepare letters and reports effectively and efficiently in a timely manner.

Work closely with the supervisor and upper management in planning, coordinating, and implementing drainage system construction, maintenance and operation programs.

Organize and prioritize work to achieve multiple results simultaneously.

Enforce codes with firmness, tact, impartiality, and diplomacy.

Testify in legal proceedings.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Stormwater Compliance Specialist I

Experience:

Two (2) years of progressively responsible experience in Stormwater regulations or a related field in which interpretation and enforcement of environmental regulations were a primary responsibility is required.

Previous experience conducting inspections is preferred.

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in Environmental, Biological or Natural Resource Sciences, or a similar area is preferred.

License or Certificate:

A valid Texas Driver's License, the ability to obtain one within ninety (90) days, or a military waiver is required.

Stormwater Compliance Specialist II

Experience:

Four (4) years of progressively responsible experience in Stormwater regulations or a related field in which interpretation and enforcement or environmental regulations were a primary responsibility is required.

Previous experience conducting inspections is preferred.

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in Environmental, Biological or Natural Resource Sciences, or a similar area is preferred.

License or Certificate:

A valid Texas Driver's License, the ability to obtain one within ninety (90) days, or a military waiver is required.

A Qualified Compliance Inspector of Stormwater (QCIS) and Qualified Preparer of Stormwater Pollution Prevention Plan (QPSWPPP) certifications are required.

Stormwater Compliance Specialist III

Experience:

Six (6) years of progressively responsible experience in Stormwater regulations or a related field in which interpretation and enforcement of environmental regulations were a primary responsibility is required.

Previous experience conducting inspections is preferred.

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in Environmental, Biological or Natural Resource Sciences, or a similar area is preferred.

License or Certificate:

A valid Texas Driver's License, the ability to obtain one within ninety (90) days, or a military waiver is required.

A CESSWI, CMS4S, CPESC, CISEC or an equivalent qualified compliance inspector certification from EnviroCert International, Inc., or CISEC, Inc. or an equivalent accredited agency is required.

Special Requirements:

Ability to perform and respond as an essential employee.

Ability to work both in a standard office and site environment.

Exposure to cold, heat, noise, construction activity and outdoors.

Ability to travel to different sites.
