Under the supervision of a higher classified employee, manages county stormwater system construction projects and reviews stormwater design plans for private development. Provides oversight of engineering consultants. Develops plans for stormwater system construction, provides professional engineering certification of plans, inspects and certifies construction and maintenance projects. EXAMPLES OF DUTIES Essential Duties:

  • Works with consulting engineers, local governments, contractors and private land owners on all aspects of county drain construction and major maintenance projects.

  • Assists in project definition, oversight of engineering consultants, review of design plans, working with property owners on easement acquisition and individual project design concerns.

  • Assists with financing and bidding of construction projects.

  • Develops plans for stormwater system construction and provides professional certification of plans.

  • Inspects and certifies construction and maintenance projects.

  • Provides oversight of construction contractors and preparation of special assessment rolls.

  • Reviews plans and calculations for proposed private developments to assure compliance with the Washtenaw County Water Resources Commissioner's Rules and Regulations.

  • Works with developers, engineers and architects regarding their proposals.

  • Writes letters of comment.

  • Reviews survey descriptions of easements, right-of-ways and boundary descriptions.

  • Maintains records of activities and prepares regular reports for department administrative use.

  • Performs other duties as assigned.

They are not to be construed as an exhaustive list of all job duties performed by personnel so classified. EMPLOYMENT QUALIFICATIONS Knowledge, Skills, and Abilities:

  • Engineering principles and practices related to the design and construction of surface water resource improvement and stormwater management systems.

  • Working knowledge of construction, engineering and hydraulics/hydrology.

  • Knowledge and practice of project management, planning and organization.

  • Directing, controlling and planning the activities of others

  • Influencing people in their opinions, attitudes and judgments.

  • Performing effectively under stress; attaining precise set limits, tolerances and standards.

  • Using sound independent judgment within established policy and procedural guidelines.

  • Maintaining accurate files and records.

  • Establishing and maintaining effective working relationships with those contacted within the course of work.

LICENSES AND CERTIFICATIONS Possession of a valid Michigan Vehicle Operator's License is required. Fundamental of Engineering Certification preferred. Licensing as a Professional Engineer (P.E.) in the State of Michigan or ability to obtain license within two (2) years. PHYSICAL DEMANDS Duties require sufficient mobility to work in a normal office setting, as well as work in the field, and use standard office equipment including a computer, vision to read printed materials and a VDT screen and hearing and speech sufficient to communicate in person or over the telephone. Duties may require employee to exert up to 20 pounds of force occasionally, or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects. These requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations. EDUCATION Possession of a Bachelor's Degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, or equivalent. EXPERIENCE A minimum of two (2) to four (4) years of experience working in the field of Civil Engineering, Water Resources Engineering, or Environmental Engineering, including but not limited to plan review, construction oversight and storm water infrastructure. Six (6) months break-in period. The qualifications listed above are the guidelines. Other combinations of education and experience which could provide the necessary knowledge, skills and abilities to perform the job should be considered.
