The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

This position is responsible for administering Enterprise Storage Management solutions utilized to support the business continuity needs for Enterprise Storage infrastructure environments throughout the State of Michigan. It is responsible for all functions required to administer, implement, manage, and troubleshoot escalated issues within the Enterprise Storage infrastructure.

This position is additionally responsible for advocating the use of emerging virtual storage automation technologies, implementing standards and procedures, promoting the usage of automated tools, and aligning practices with strategic initiatives. The position provides critical oversight for storage infrastructure maintenance and improvements for this highly visible and critical service containing highly sensitive personal information, having internal and external interfaces with critical systems.

This position requires a high degree of technical skill, initiative and creativity and must keep current with new and emerging storage technologies, regulations (for example, National Institute of Standards and Technology (NIST), Payment Card Industry (PCI), IRS Pub 1075, Health Insurance Portability and Accountability Act (HIPAA), Criminal Justice Information Services (CJIS), standards and practices in tools, software, networking, operating systems, and infrastructure to provide for the needs of the State.

Responsibilities also include validation and participation in roll out of new technologies for Enterprise Storage. The Enterprise Storage Engineer is also involved in mentoring, coaching, coordinating, and consulting with fellow administrators, vendors, and other teams that interface with the Enterprise Storage environments. Responsibilities also include capacity planning, pilot implementation, solution validation, and roll out of new technologies for storage systems.

The employee in this position must maintain a good working relationship with other staff, agencies, vendors, and end users. This position oversees system documentation on issues such as system changes, disaster recovery plans, system management procedures, system troubleshooting, unique system features and system configuration.

Information Technology Specialist 14 - Position Description

KNOWLEDGE, SKILLS, AND ABILITIES:

This position requires the understanding of Enterprise Storage technologies. It requires a high degree of technical skill, initiative, creativity, and broad-based understanding of many technology areas.

All activities require strict adherence to department policies and procedures as well as industry best practices. The Enterprise Storage Engineer position also involves mentoring, coaching and constant coordination and consultation with fellow specialists and administrators within the department, vendors, and other teams. This position also requires a thorough understanding and working knowledge of Enterprise Storage networking protocols and standards, and the ability to analyze problems in the environment and provide solutions.

This position requires a thorough understanding of peripheral technologies and security compliance. Apply access control permissions. Apply security controls in accordance with project and/or OS build standards.

Ability to communicate well, both verbally and in writing.

Ability to work as a team member, ability to be a self-starter.

Maintain familiarity with and understand the application of FedRAMP, FISMA, HIPAA, IRS, NIST, OAG, OIAG and PCI regulatory guidelines and security competencies.

Education and Experience

Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Information Technology Specialist 14

Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

OR

At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
