INTRODUCTION:

The Pauline Stearns Early Learning Center provides a safe and developmentally appropriate environment that is culturally relevant to children and families which reside, work, or attend school on the Spokane Indian Reservation. The primary emphasis of the program is to provide Early Childhood learning in an educational setting. The Early Learning Center promotes competence in our children, parent alliances, community collaboration and proficiency in our staff.

The role of the Nurse Consultant is to monitor and deliver health and safety services for the Early Learning Center. The nurse will monitor all health, disability, nutrition, safety and environments to assure compliance with Tribal, State and Federal regulations and standards. The nurse will develop a working knowledge of all Early Achievers and Licensing Standards in order to assure compliance.

The Nurse Consultant will work 5 hours a week with no benefits, but will be eligible for annual Cost of Living Increases when offered by the Tribe.

PRIMARY JOB RESPONSIBILITIES:

  • Communicates with Center staff and other agencies for the purpose of relaying land gathering information related to screening procedures, referrals, developmentally appropriate actives, materials, resources, and family needs;

  • Propose, review, recommend changes and assist in the approval process of the Health Care Policy;

  • Respond to identified health and nutrition needs within the organization and provide expertise and support in specialty areas. Provide information, referral, and coordinating efforts to link staff and families to appropriate community resources;

  • Provide guidance to managers and be active in the development and management of the safety committee regarding the assessment and follow-up of safety concerns and hazards. In collaboration with managers and other consultants, develop and maintain policies and procedures in specialty areas;

  • Establish and maintain professional relationships with local community agencies and partnerscollaborating to ensure ELC clientele receive adequate support;

  • Participate in a variety of meetings, workshops and seminars for the purpose of gathering, conveying, and/or sharing information on children health needs, service delivery, and education programs in order to improve skills, and acquire additional technical knowledge;

  • Perform other health or related duties as assigned for the purpose of ensuring the efficient and effective functioning of the ELC;

  • Prepare written and electronic reports to track family information, documenting services and supports, providing written reference and/or conveying information.

  • Assist with the delegation of health procedures to licensed and non-licensed early learning staff or community partner for the purpose of meeting health and safety needs of children and ensuring compliance with established regulation and/or program standards;

  • Prepare, process and maintain a wide variety of written materials and documents for the purpose of documenting activities, providing written reference, conveying information, and for compliance with established regulation and/or program standards;

  • Provide ongoing support, resources, training, clinical technical assistance, and nursing consultation to early learning staff (e.g. current immunization, communicable disease, nutrition, feeding , sanitation, emergency preparedness, medication management, environment, growth and development, and heath and policy procedures, etc.) for the purpose of ensuring child health and safety, recommending policies and procedures, and dissemination information;

  • Review and interpret physician's orders for the purpose of maintaining and optimizing the health and nutritional needs of children and their families;

  • Support the construction of emergency and individual health plans for infants, toddlers, and preschoolers with health concerns for the purpose of ensuring that the health and nutritional needs are met, and assist in delegation of responsibilities related to plan development and implementation.

KNOWLEDGE AND SKILLS REQUIRED FOR POSITION:

  • Knowledge of Native American culture, traditions, and language;

  • Knowledge in working with low-income children and families;

  • Knowledge of customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction;

  • Knowledge of early childhood development, child development stages, and developmentally appropriate practices;

  • Knowledge of Early Learning Program Requirements for early childhood/childcare services;

  • Knowledge of principles and processes for providing services to children and families;

  • Knowledge of human behavior and performance, individual differences in ability, personality and interests, learning and motivation;

  • Knowledge of relevant equipment, policies, procedure, and strategies to promote overall safety for the protection of clientele, staff, program visitors, and program property;

  • Skill in observation and data collection;

  • Skill in effective verbal and written communication;

  • Skill in submitting reports in a timely fashion.

  • Skill in utilizing positive interpersonal skills;

  • Skill in efficient organizational skills;

  • Ability to work independently with little or no direction;

  • Ability to establish positive communication among parents, co-workers, Tribal staff, public and private agencies in serving the customers;

  • Ability to make independent conclusions and decisions;

  • Ability to handle conflict, complaints and disputes;

  • Ability to practice tact, courtesy and discretion;

  • Ability to work under stressful conditions;

  • ABILITY TO MAINTAIN STRICT CONFIDENTIALITY.

MINIMUM REQUIREMENTS AND QUALIFICATIONS:

  • Bachelor's Degree in Nursing or higher;

  • Current RN License with at least four years' active experience as RN;

  • Must have four years' experience as a professional nurse in a position involving supervision, consultation, education or administration;

  • Must have four years' experience as a professional nurse in a position working directly with children (ages zero to six) in acute care, community setting, medical, surgical or mental health practice setting;

  • At least two years' experience in the area of pediatric cursing preferred.

  • Must possess the following certifications upon hire:

  • Blood Borne Pathogens;

  • Food Handlers Certification;

  • First Aid, CPR and AED Certification Infant, Child and Adult;

  • Current and up-to-date immunizations including:

  • Current negative TB skin test;

  • Annual influenza vaccine,

  • TDap in lieu of Tetanus vaccinepreferred,

  • Hepatitis B Vaccinationpreferred and required within one month of hire date;

  • Successful clearance of Criminal History and Background inquiry

Tribal, State and Federal;

  • Successful clearance of National Child Abuse Registry and Neglect Data System;

  • Previous experience working with Native American clientele and understanding of their cultural needs;

  • Must work well with others;

  • Valid Washington State Driver's license and must be Tribally insurable.

The Habitat Biologist position is a full-time, permanent position located in Wellpinit, Washington and is responsible for habitat management activities on Wildlife Mitigation Areas (WMA) with the goal of ensuring sustainable wildlife and fish populations and their supporting habitats. Specific objectives are listed below. MAJOR DUTIES AND RESPONSIBILITIES: * This position is primarily focused on managing an Aspen stand enhancement and establishment grant, duties will include planning enhancement projects on 4-7 current stand sites, as well as planning the establishment of aspens and other hardwoods on 4-6 separate sites. * Conducts wildlife operations & maintenance activities on wildlife mitigation lands such as fencing, noxious weed control, forest thinning, cover crop seeding, prescribed burning, access road maintenance, and maintenance of equipment and Tribal facilities. * Conducts wildlife habitat enhancements such as tree and shrub planting, and native grass seeding. * Develops plans with methodology describing management protocols, records and analyzes data, writes reports summarizing results, and presents findings to technical and general audiences. * Supervises and trains WMP technicians (currently 5); ensures projects are completed and that data collected are accurate. * Maintains databases with records of management activities (planting, herbicide spraying, thinning, GIS databases, etc.), monitoring studies, and equipment maintenance and inventory. * Provides habitat management recommendations to the WMP Manager. * Serves as part of an Interdisciplinary Team to review residential or commercial development projects to ensure that fish, wildlife, and habitat protection regulations (e.g., NEPA, ESA, etc.) are implemented. * Coordinates work plans with other Tribal, Federal, and State agencies and private parties, and reports progress to joint committees when needed. * Administrative duties as assigned. * * KNOWLEDGE AND SKILLS REQUIRED FOR POSITION: * Ability to work in the field in all weather conditions and able to complete arduous tasks (lift 50 pounds; walk 5 miles) over rugged terrain. * Ability and knowledge to work safely and efficiently around agricultural and fencing equipment, ATVs, and chainsaws. * Ability to communicate effectively using verbal, non-verbal, and written communication with diverse groups of stakeholders. * Must have knowledge and experience in wildlife habitat restoration techniques, planning, and implementation. * Ability to manage GIS databases, conduct spatial analyses, and make maps. * Past experience effectively supervising a crew. * Ability to work independently or collaboratively, and meet deadlines. * Knowledgeable of the identification and life cycle characteristics of plants and wildlife on the Spokane Reservation.
