Job Duties

The Department of General Services, Virginia Distribution Center (VDC) is seeking a highly qualified contract manager to join our team to support its procurement functions and product distribution through development and solicitation of contracts using Invitation for Bids (IFB), Request for Proposals (RFP), contract administration, and other procurement processes as defined in the Agency Procurement and Surplus Property Manual (APSPM). The successful candidate will purchase products that meet specifications of quality and quantity, maintain positive relationships with suppliers, accurately predict future sales by analyzing buying patterns and predicting trends, and is expected to become an expert in product knowledge. This integral position is responsible for monitoring inventory levels on a daily basis and replenishing stock based upon customer usage. The successful candidate will be responsible for inventory management, provide training and guidance to agencies, public bodies, and vendors on the application of eVA, the Virginia Public Procurement Act, and the Vendors Manual.

Minimum Qualifications

  • Qualifications include a comprehensive knowledge of procurement laws (Virginia Public Procurement Act
  • VPPA), policy (Agency Procurement and Surplus Property Manual

  • APSPM), and contract administration.

  • Selected candidates must have the ability to interpret specifications, evaluate bid responses, negotiate contracts, and coordinate with contractors and all stakeholders.

  • Excellent interpersonal and communication skills, both orally and in presentations as well as business writing and reports

  • They must have the ability to think creatively and strategically, have strong multi-tasking abilities, have strong relationship building skills and the ability to work collaboratively with team members, be able to prioritize tasks, take initiative, be detail oriented, and maintain a professional attitude.

  • To apply reengineering business and procurement techniques to streamline processes and improve operations are essential. Effective oral and written communication skills are essential.

  • Advanced knowledge in Microsoft Office (Word, Excel, and Outlook), Adobe.

Additional Considerations

  • Knowledge of Enterprise Resource Planning systems (ERP), replenishment forecasting, experience working with an automatic procurement system, e-procurement and/or electronic ordering systems and financial systems, and warehouse management systems (WMS) are preferred.

  • Prior purchasing experience in food, janitorial, paper supplies and related commodities is also preferred.

  • Experience researching, analyzing, and evaluating procurement issues/information and making recommendations/decisions, and in conducting training workshops with the ability to teach and train agencies, public bodies, and vendors is desired. ).

  • Certification as a VCO, VCCO, CPPO, CPPB, CPSM, and/or C. P. M. is preferred; if none of these are held, the selected candidate must obtain his/her VCO within the first year of employment.
