Position Summary
This position manages WisDOT's federal and state local road improvement program budget appropriations, and provides on-going, complex program and policy development, analysis, monitoring, and evaluation. Totaling over $250 million annually, the position's responsibilities include financial management of programs, including the Surface Transportation Urban (STP-Urban), Surface Transportation Rural (STP-R), Surface Transportation Local (STP-Local) and Local Bridge Improvement Assistance programs.
The position works closely to provide program support for two federally funded competitive grant programs, Congestion Mitigation Air Quality (CMAQ) and Transportation Alternatives Program (TAP). The position also provides back-up analysis, program financial management and support to the Local Roads Improvement Program (LRIP).
As part of a larger team, this position provides recommendations to the section, bureau, and division management relative to policy and programming modifications. The position is responsible for monitoring the impact of these programs on the Department's on-going state and federal financial status, in consultation with other Department divisions and bureaus.
As part of the position's program evaluation and policy analysis function, the incumbent is directly accountable for identifying and initiating modifications for the policies, statutes and rules, which govern these programs. This includes clarifying statewide policy issues related to these programs and designing and implementing study methodologies to address them. This requires collecting and analyzing data, developing alternatives and recommending appropriate courses of action based on analytical results.
Work is often performed in an environment of conflicting and/or ambiguous goals, policies and objectives. The position provides data analysis for inquiries from legislators, federal, state and local government officials, external stakeholders, program managers, and region or central office staff. Work products are professional analyses, guidance, and recommendations, fully developed by the incumbent.

Qualifications
A qualified candidate will have experience with all of the below:
Managing program(s)
Developing and summarizing complex technical information in oral and written form for internal and external stakeholders
Working with Microsoft Excel, Microsoft Word and Microsoft PowerPoint
In addition to the above, a well-qualified candidate will have at least one of the following:
Advanced Excel skills that include creating pivot tables, and conditional formulas
Experience with program analysis
Experience monitoring and/or instituting changes to a program as a result of legislative or administrative changes
Experience interpreting, applying, and analyzing laws, rules, policies, and/or procedures
