The Washington State Office of Equity is seeking a courageous and unapologetic champion of equity and anti-racism to advance belonging and justice in Washington to join our team as our Statewide Digital Equity Analyst. Join the first ever state-level Office of Equity in the nation and help build a Washington for ALL using your data analysis expertise to articulate and emphasize the profound impact that equitable access to digital resources has on social and economic opportunities that enhance one's overall well-being and quality of life. This important role evaluates the effectiveness and outcomes of digital equity programs, initiatives, and artificial intelligence implementations and uses strategic planning and relational partnership to influence and support organizational project and change management strategies that ensure transparency, fairness, and positive societal impact. While your work is focused on digital equity accountability and impact, your influence is far reaching. You are a leader, innovator, change maker, and risk taker improving the lives of all Washingtonians and creating a model of inclusion that moves the needle toward equity for all. And you'll be part of a passionate and talented impact and accountability team supporting state agencies in operationalizing EQUITY to achieve equitable outcomes in all 15 Determinants of Equity!

The starting salary offer will be determined based on the successful candidates' qualifications within the budgeted salary range of $70,000 - $102,000 annually.

This is a remote position with schedule flexibility that requires occasional travel in Washington State for meetings, events, and onsite work. Frequency of onsite work varies based on business and operational needs. The Governor's Office may choose, but is not required, to employ individuals who reside outside of Washington on a case-by-case basis.

Primary Functions

Some of the primary ways our Statewide Digital Equity Analyst will contribute to advancing the work of realizing a barrier-free Washington:

  • Develop accountability frameworks and impact assessment methodologies and collaborate with cross-functional teams to establish goals, metrics, and criteria to measure the progress and outcomes of digital equity programs, initiatives, and artificial intelligence implementations.

  • Assess the state of digital equity and recommend strategic investments that address inequities, use data to inform social and economic policies to address persistent structural racism, and evaluate programs and initiatives.

  • Develop, coordinate, and execute research and create and present comprehensive reports and advocacy tools that demonstrate impact using data visualization to distill key findings and draw insights to create actionable strategies.

  • Collect and analyze data to assess the impact of interventions and technologies, design and implement qualitative and quantitative equitable data collection strategies and create meaningful dashboards that support continuous improvement.

  • Collaborate across agencies, industries, organizations, and affected communities building relationships that foster engagement and participation in impact assessment processes and ensure diverse perspectives, input, and feedback are reflected.

  • Drive a culture of continuous learning and improvement sharing best practices, lessons learned, potential risks, unintended consequences, and emerging trends in accountability and impact analysis and identify opportunities to innovate, adapt, and enhance effectiveness.

All relevant combinations of experience and higher education including lived, volunteer (paid or unpaid), or professional that demonstrate the ability to perform the work will be considered.

  • Experience with systemic and strategic planning to resolve equity issues specifically related to digital equity including experience guiding change and adoption within organizations, leading to the adoption of new tools and/processes and building habits to sustained use.

  • Experience building and maintaining empathy-centered co-creation between government (other state agencies, Federal and local governments), nonprofit and private sector organizations, and people groups who have been excluded and marginalized by government decisions and actions to undo harm and advance equitable outcomes.

  • Experience in pro-equity, anti-racism, social justice, and belonging methodologies or lived experience with an emphasis on race.

  • Experience analyzing quantitative and qualitative data, including developing and testing hypotheses, identifying patterns and trends, and drawing conclusions

  • Experience applying a results-based leadership or results-based accountability framework.

  • Experience with organizational and project management including the ability to manage several projects successfully while also managing day-to-day priorities.

  • Ability to adapt to changing business needs, conditions, and work responsibilities.

  • Ability to maintain composure in highly stressful or adverse situations.

  • Ability to exercise a high level of emotional intelligence, critical thinking, and sound judgment.

  • Ability to analyze the present situation, identify root cause, and brainstorm creative and effective solutions.

  • Knowledge and fundamental understanding of the historical context underlying current challenges facing communities of color, people with disabilities, immigrant communities, lesbian, gay, bisexual, transgender, queer (LGBTQ) communities, as well as low and moderate-income families.

  • Ability to discuss issues and topics of racial and social justice including racism and anti-Black racism, engage in challenging conversations with courage, and handle resistance and difficult conversations in a direct, clear, and respectful manner.

  • Ability to commit to a culture of belonging where everyone feels seen, heard, understood, valued, and safe to bring their whole and authentic self to their work.

  • Ability to navigate challenging, evolving, and ambiguous situations.

Preferred

  •  Experience designing, developing, and deploying Geographic Information Systems applications with an emphasis on data management, data visualization, web GIS, and customer engagement.

  • Experience independently devising unique methods and approaches to analyze and troubleshoot complex technical problems and implement workable solutions.
