This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

DESCRIPTION OF WORK:

This State Stormwater Engineer (Engineer III) performs complex engineering reviews for general and individual stormwater projects, and issues permits under the Post Construction Stormwater program, and presents at training programs for DEQ staff, local governments, industry, consulting firms, and developers.   In addition to the responsibilities that this position has as the State Stormwater Engineer in permitting and training, this position also coordinates and oversees the engineering design standards for stormwater control measures in North Carolina by publishing updates to the Stormwater Design Manual when necessary, leading stakeholder teams to refine stormwater design rules and guidance, evaluating new stormwater technologies and teaching at workshops, webinars and conferences throughout the state.   Many skills are required, including excellent technical writing and public speaking skills as well as a strong understanding of hydrology, soils, vegetation, hydraulics, and detailed engineering concepts related to all aspects of stormwater collection, treatment and discharge.

This position requires the ability to walk through rough and uneven terrain and work in inclement weather, noise, dust, fumes, machinery and insects.

This position has a high volume of work with changing priorities.

Key Responsibilities:

• Reviews permit applications, completes timely and detailed reviews of engineering plan submittals.

• Ensures timely and detailed review of engineering drawings and specifications for compliance with Federal and State laws, rules, policies, and good engineering practices.

• Performs inspections of sites/facilities regulated under DEMLR's Stormwater Program.

• Advises and provides engineering guidance, training and written technical/compliance documentation to staff and clients.

• Meets with permit applicants to facilitate project development, design, construction, and ultimately permit approval and site compliance.

• Assists with establishment and maintenance of program management database.

The Division of Energy, Mineral, and Land Resources:

The Division of Energy, Mineral and Land Resources (DEMLR) is comprised of two Sections:

The Land Quality Section is responsible for the administration of four regulatory programs: Dam Safety Program as authorized by the Dam Safety of 1967, Mining Program as authorized by the Mining Act of 1971, Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by state statutes and the federal Clean Water Act.

DEMLR collects permit fees and issues permits for mines, dams, sedimentation control for construction sites, and stormwater permits for various activities and refers enforcement cases to the Attorney General's Office. DEMLR is responsible for scheduling, organizing and transcribing minutes of the North Carolina Mining Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters.

The N.C. Geological Survey (NCGS) Section's mission is to provide unbiased and technically accurate applied earth science scientific information to address societal needs.

This includes geologic maps, mineral resource and geochemical information, topographic maps and digital products, and earth science education initiatives. The NCGS "...examines, surveys, and maps the geology, mineral resources, and topography of the state" and encourages the wise conservation and use of geologic resources by industry, commerce, agriculture and government agencies for the general welfare of the citizens of North Carolina. The results of the NCGS research are documented in Bulletins, Open File Reports, Information Circulars, Special Publications, and Geologic Map Series. The NCGS along with DEMLR provide staff to the Oil and Gas Commission.

Recruitment Range:  $65,876 - $88,285

To qualify for this position, applicants must document on the application that they possess ALL of the following:

• Demonstrated knowledge of laws, regulations, and policies related to stormwater programs.

• Documented experience in reviewing and/or designing permit applications and/or engineering plans for evaluation and/or compliance and/or performing inspections and/or audits of project sites or facilities as they pertain to stormwater programs.

• Demonstrated experience communicating information to consulting engineers, municipal/local officials, or the public using written and/or oral communication skills.

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
