Job Summary


This position exists to coordinate the development and implementation of comprehensive agency-wide program designed to create and maintain a workforce that reflects the diversity of Minnesota citizens and a workplace environment in which the DNR is an employer of choice. The incumbent works in collaboration with the agencys Executive Diversity and Inclusion Steering Team, Human Resources staff, Affirmative Action Officer, managers and supervisors to develop, direct and manage the agencys Diversity and Inclusion strategies and initiatives topromote a diverse workforce that reflects the demographics of the citizens of Minnesota; and, that meets the business needs of the agency. Additional responsibilities include ensuring coordinated agency efforts in recruitment, retention, training and awareness initiatives that create and foster an open and inclusive environment. The incumbent will also serve as the agency champion for diversity and inclusion by providing expert advice, consultation and training that enhances the mission of the DNR and promotes diversity within the DNR.

Job responsibilities/tasks include:

  • Develops and implements a comprehensive diversity and inclusion program strategy for the DNR that provides leadership and consultation to DNR managers and supervisors in all aspects of workforce management.

  • Collaborate with statewide diversity staff and HR professionals to develop and implement statewide best practices regarding diversity and inclusion initiatives and to leverage resources across the enterprise.

  • Develop methods to determine the effectiveness of strategies and program initiatives; analyze the results using outcomes measures; and, report on progress as appropriate.

  • Support process reviews to identify any inherent system barriers to an inclusive organizational culture and recommend approaches to remove the barriers.

  • Consult with division management to understand workforce needs and cultural competencies in order to develop strategies that promote and encourage diversity and inclusion.

  • Develop tools, materials, presentations, and other communication mechanisms that can be used by leaders and staff across the agency to promote a culture of diversity and inclusion.

  • Develops a comprehensive strategy and implementation plan for recruitment and candidate sourcing that leverages agency resources and provides a variety of methods and tools for attracting qualified candidates to DNR positions.

  • Develops agency wide training and education efforts to enhance awareness, understanding, and appreciation of cultural diversity and its ability to enhance and positively impact organizational culture, dynamics and performance to ensure that agency goals and objectives are met and services are effectively delivered to all Minnesota citizens.

  • Keeps current on diversity programs and developments by maintaining contact with others in the field (e.g., professional association and educational groups, and professional development efforts).

Note: A successful candidate will demonstrate knowledge, skills and abilities in D&I; program development, coordination and evaluation; strong project management skills sufficient to develop, manage, delegate and evaluate agency statewide projects/programs; provide D&I; training across the state for division leaders as well as employees; and identify diversity recruitment techniques and strategies to ensure a diverse workforce that reflects the demographics of the citizens of Minnesota.

Qualifications



Minimum Qualifications:

  • Three (3) years of professional experience creating, planning, and coordinating programs to promote diversity, inclusion, equity, and respect in the workplace. A Bachelors degree in Human Resources or closely related field may substitute for one year of experience.

  • Demonstrated experience in effective project management including project planning, organization, and implementation.

  • Experience with designing, implementing or delivering diversity training and awareness initiatives.

  • Ability to develop measurement tools, analyze data and present information for management decision-making and program assessment.

  • Strong communication skills sufficient to prepare and present reports and ideas to promote workforce diversity and effectively communicate with a wide variety of people.

  • Knowledge of hiring processes and the ability to understand the application of technology to the recruitment, selection and retention processes.

  • Ability to prioritize, coordinate and manage multiples tasks and projects.

  • Proficient in the use of word processing, presentation, and spreadsheet software such as Word, PowerPoint and Excel.


Preferred Qualifications:

  • Bachelors degree in Human Resources or closely related field.

  • Experience recruiting for Science, Technology, Engineering, and Mathematics (STEM) positions.

  • Knowledge of state hiring processes and employment tools.

  • Knowledge of state laws, rules, APs, policies, procedures and contract/plans and how it relates to the recruitment and selection process.

  • Knowledge of Affirmative Action and Equal Opportunity Employment laws sufficient to support AA requirements, programs and related activities.

  • Successful participation of the State of Minnesota Star of the North Fellowship program.

Physical Requirements


Requires occasionally lifting and

/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
