The South Dakota State Historic Preservation Officer (SHPO) carries out the duties and activities that section 101(b)(3) of the National Historic Preservation Act.

These duties include:

  • directing and conducting a comprehensive survey of historic properties and maintaining inventories of such properties;
  • nominating eligible properties to the National Register;
  • preparing and implementing a Comprehensive Statewide Historic Preservation Plan;
  • administering the program of Federal grant assistance for historic preservation within the State;
  • advising and assisting Federal and State agencies and local governments in carrying out their historic preservation responsibilities;
  • cooperating with the Secretary of the Interior, the Advisory Council on Historic Preservation, and other Federal, State, and local governments, organizations, and individuals to ensure that historic properties are taken into consideration at all levels of planning and development;
  • providing public information, education, training, and technical assistance relating to historic preservation;
  • cooperating with local governments in the development of local historic preservation programs, and certifying these programs, pursuant to the Act and related regulations;
  • consulting with the appropriate Federal agencies in accordance with the Act on: Federal undertakings that may affect historic properties, and the content and sufficiency of any plans developed to protect, manage, or to reduce or mitigate harm to such properties.

The selected person will lead an office of seven staff and report to the Director of the State Historical Society. The SHPO will work with the Society's Trustees for approval of preservation grants and listing nominations to the National Park Service. The SHPO will also maintain a professional and productive relationship with the nine federally recognized tribes in South Dakota and their Tribal Historic Preservation Officers or equivalent. The SHPO will have a productive and collegial relationship with the state archeologist and the Archeological Research Center in Rapid City, which is part of the SD State Historical Society.

The Ideal Candidate Will Have:

The successful candidate will have the qualifications described by the National Park Service, published at 36 C.F.R. § 61. They are available here and divided by the fields of History, Archeology, Architecture, Historic Architecture, and Architectural History: Professional Qualifications Standards (U.S. National Park Service) (nps.gov). NPS notes that in some cases, additional areas or levels of expertise may be needed. The Governor will make the final determination and appointment.

This position is exempt from the Civil Service Act.

This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
