Responsible for: Submitting and obtaining approval of rate and product filings.
Duties and Responsibilities:
Negotiate with company personnel, insurance departments and rating bureaus in an attempt to assure that filings are approved.
Organize design and construction of filings for quicker approvals.
Prepare and write concise and accurate Explanatory Memorandums.
Coordinate development of manual pages, prepares instructions for their generation to agents and Regional offices.
Review the manual pages prior to submission to the insurance departments.
Consult with Product Development on the internal product development process and review and analyze the product and supporting documentation for regulatory compliance.
Provide advice to the Product Development specialists related to regulatory requirements, which may be unique to their product, as well as the more standard state specific filings requirements.
Review state mandated forms prepared by the State Filings Technician prior to submission to the insurance departments.
Author letter to departments stating purpose and intent of filing.
Coordinate necessary checklists, side by side comparisons filing support.
Coordinate on filings with State Insurance Departments, regional offices, Home Office personnel, IT and all other interested parties both at time of filing and on approvals/disapprovals.
Submit and obtain approval of rate, rule and form filings.
Defend, negotiate and substantiate filings in response to regulatory questions by calling or writing to the Insurance Departments.
Communicate status of filings via department tracking system.
Develop and maintain liaisons with State Insurance Departments, Bureaus, to obtain the highest degree of rapport and communication. Will communicate with rating bureaus for information related to work activities.
Act to insure that rate and rules are properly developed and published.
Assist Director as assigned on assembling, evaluating and disseminating information to state regulatory authorities for rate, market conduct, and other examinations as requested.
Assist in maintaining corporate records of approved rates, dividends, deviations so as to comply with all legal, regulatory and commercial requirements.
Assist in researching regulations/filing requirements as requested by Director. Research new and existing laws that may impact on company.
May chair the Rates, Rules, and Forms Committee meeting as requested by Director.
Review and interpret circulars, regulations, legislation, etc to determine if filings are needed and make changes to any independent company manuals (i.e. Personal Lines Manual). Coordinate implementation of changes or additions to the rates, rules and forms.
Confer with other involved personnel, Insurance Departments and Rating Bureaus relative to company filed or bureau programs and counsel them in matters pertaining to the filings.
Review the present ISO manual text for all Personal Lines Manuals.
Rewrite the rules incorporating ISO General Rules, State Exceptions with our independently filed rules and forward to the manuals unit to prepare pages.
Coordinate with Regional and Home Office Staff, answering questions about circulars, regulations, legislation, etc.
Maintain an automated database of circular activity and company decisions.
