The State Crime Laboratory maintains a full-service forensic science laboratory system to assist all law enforcement agencies in North Carolina in the investigation of criminal matters. The laboratory's mission is to provide state-of-the-art forensic services in the areas of drug chemistry, toxicology, firearms, latent prints, forensic biology, digital evidence and trace evidence. The services are provided from a central laboratory facility in Raleigh and from regional laboratories located in Greensboro and Edneyville.  Supported by a staff of administrative and technical personnel, analysts, both sworn and non-sworn, special in each of the forensic science areas, analyze evidence, assist in the collection of evidence, appear as expert witnesses in court, and provide training and support to officers engaged in the investigation of crimes.

This position is directly responsible for managing the quality and laboratory safety system as well as oversight of the Lab's Forensic Advantage system. This includes the responsibility of overseeing quality matters concerning all laboratory locations and sections in those locations of the North Carolina State Crime Laboratory.   This position assists the various laboratory locations and sections in the development of Quality System policies, practices, and procedures by providing guidance and direction regarding accreditation standards. Work includes conducting consultations and providing guidance to employees and law enforcement officers as well as communicating with the Laboratory's accrediting body.

The Assistant Director of Quality Assurance must develop, organize, and direct all Laboratory efforts related to maintaining accreditation and must maintain a thorough awareness and understanding of all accreditation standards and criteria, and of changing accrediting body interpretations of those standards and criteria. This position has the responsibility of assisting the Director of Crime Laboratory Services with administrative and managerial duties associated with the operation of the division.

This position plans, develops, organizes and directs Laboratory efforts related to the purposes and responsibilities listed above including, but not limited to, the following:

  • Direct and organize the Raleigh Laboratory's Evidence Control Section and personnel in the proper handling of forensic evidence to maximize the overall efficiency and effectiveness of Evidence Technicians and resources available

  • Overall responsibility and authority over Forensic Advantage (FA) whose responsibilities include: working with FA website administrators for each of the Crime Lab's customers to ensure the smooth flow of data into and out of the laboratory; coordinating response to daily FA issues as analyst conduct their work; coordinating testing of FA software and upgrades; writing custom reports to provide requested data to Crime Lab management and providing requested information from the Lab to comply with discovery requests and ensuring proper delivery in FA.

  • The administrator for the Laboratory's SharePoint site as well as the website content administrator for the Laboratory specific pages of the Department of Justice website.

  • Serves as the management liaison for the Laboratory's Safety Committee and monitors the activities of the Laboratory's Safety Officer whose responsibilities include editing and enforcing all of the requirements in the Laboratory's Safety Policies and Procedures to ensure that all Occupational Safety and Health Administration (OSHA) laws and regulations are followed at all three laboratory locations. 

  • Direct and organize the Digital Evidence Section and Latent Evidence Section. 

  • Direct and organize the Crime Laboratory to maintain the overall efficiency and effectiveness of analysts and resources available in the disciplines assigned.

  • Manages the day-to day technical operations of the Crime Laboratory including the management of activities/resources such as training, crime scene response coordination, research of new and innovative technologies, and policy/procedure development.

THE STARTING SALARY FOR A NEW HIRE TO THIS POSITION IS LIMITED TO THE RECRUITMENT RANGE OF $76,290 to $123,416.  Salary determination is based upon the candidate's education and experience related to the position, as well as departmental budget and equity considerations.

The salary grade for this position is NC23.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.  Please detail ALL work history including non-state service experience.  If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY or MAY NOT result.

  1. Knowledge of good management practices and ability to manage and direct the work of others.

  2. Knowledge of the State Crime Laboratory, Department of Justice, and State Personnel policies and procedures.

  3. Advanced knowledge of the principles, concepts, theories, reference sources and laboratory practices involved with the forensic examination of evidence/samples.

  4. Extensive knowledge of the organizational structure and operational procedures and policies of the Crime Laboratory.

  5. Advanced knowledge of criminal law and of the rules and regulations regarding evidence gathering and handling.

  6. Advanced knowledge of scientific methodology and of laboratory safety practices.

  7. Ability to work productively with laboratory personnel, DOJ personnel, law enforcement personnel, vendors, and the criminal justice community.

  8. Ability to perform and record complex standardized and non-standardized laboratory tests and procedures.

  9. Ability to analyze results and interpret methodology and to understand and solve theoretical problems.

  10. Ability to express technical information clearly both orally and in writing when reporting results, testifying, or explaining procedures to others.

  11. Ability to understand and follow complex oral and written instructions.

  12. Extensive understanding of the ISO 17025 Accreditation standard, internal auditing, and lean six sigma principles.

  13. Working knowledge of risk assessment and strategies to mitigate risk.

  14. Ability to establish and maintain effective working relationships.

  15. Ability to supervise and evaluate the work of subordinates.

Bachelor's degree preferably in the physical or biological sciences from an appropriately accredited institution and eight years of varied laboratory experience including three years in a supervisory or administrative role; or an equivalent combination of education and experience.

Management preferences: Knowledge of NCSCL policy and procedures.
