The Office of State Budget and Management (OSBM) is excited to announce that we are seeking State Budget Management Analyst I candidates for our Budget Execution and Budget Development Sections.

This is a continuous job posting to recruit for State Budget Management Analyst I's and will accept online applications regardless of whether or not there is a current vacancy.

For the last 40 years, work at OSBM has been high-impact public service. As the primary fiscal advisor to the Governor and the agency charged with overseeing the state's budget, staff provide strategic and financial analysis in education, health care, criminal justice, economic development, mental health, environmental regulation, transportation, human services, energy and other public policy areas.

Analysts in the Budget Development and Budget Execution sections are primarily responsible for interpreting legislation and other governing language, developing and issuing budget policies and procedures, providing nonpartisan, accurate, and timely fiscal/policy analysis, conducting quarterly reviews with agency leadership to review agency performance and program evaluations including progress on strategic plan implementation, and presenting information on existing or proposed programs and policies that impact the budget in area(s) of assignment. In addition, all budget analysts participate in cross-functional teams to advance OSBM's strategic initiatives.

OSBM performs the following duties:

  • Works with senior officials across State government in developing the Governor's recommended budget, negotiating the State budget with the General Assembly, and certifying the budget as approved by the Legislature;

  • Executes the enacted budget in accordance with the State Budget Act (G.S. 143C), special provisions outlined in Session Law, and other applicable general statutes;

  • Estimates and monitors revenue during the course of the fiscal year in order to insure availability of funds for expenditure by agencies;

  • Provides economic analysis for budget preparation and execution;

  • Controls the allotment of funds for compliance of maintaining a balanced budget;

  • Seeks to improve state government operations by coordinating agency strategic planning, overseeing performance management activities, evaluating program performance, and managing and reporting state data; and

  • Serves as staff and support to the Council of Internal Auditing in its implementation of the NC Internal Audit Act (Article 79, Chapter 143 of the NC General Statutes).

In addition to responsibilities described above,

Budget Execution Analysts:

  • Provide technical assistance and guidance to agencies in carrying out their delegated responsibilities related to budget oversight;

  • Monitor and consider requests to make budget adjustments within the framework of the State Budget Act, other relevant state and federal legislation, and rules and policies;

  • Perform continuous oversight and analysis of agency budgets and expenditures to ensure a balanced budget; and

  • Analyze expenditures and revenues and propose solutions to structural budget shortfalls to ensure that the Governor's Recommended Base Budget is an accurate plan for the upcoming biennium.

Budget Development Analysts:

  • Evaluate agency budget proposals and develop evidence-informed recommendations for the Governor's Recommended Budget,

  • Review proposed legislation and advise leadership on fiscal and policy impacts.

  • Perform in-depth program and fiscal analysis to identify fiscal and/or administrative issues and challenges and develop effective solutions, and

  • Monitor and evaluate program performance and identify opportunities to improve program efficiency and effectiveness.

Knowledge, Skills and Abilities / Competencies

  • Knowledge of the principles and practices of public administration and accounting, budget and program analysis, and performance evaluation

  • Knowledge of how state budgets are prepared and executed

  • Proficiency in organizing and presenting clear oral and written reports

  • Demonstrated skills in researching, analyzing, interpreting, and summarizing complex data and identifying findings and recommendations

  • Ability to think critically to make connections that others miss and to use this skill to assist leadership, staff and agencies with identifying and solving problems

  • Ability to establish and maintain effective working relationships with internal and external stakeholders

  • Ability to maintain professionalism while working under pressure and delivering results under tight and changing deadlines

  • Ability to problem solving and manage projects

  • Ability to work independently with support and supervision and to exercise discretion and demonstrate integrity, and to maintain confidentiality and integrity

  • Knowledge of strategy and performance management methodology

  • Ability to transition gracefully between a variety of tasks and function effectively with ambiguity

  • Proficiency in Microsoft Excel, PowerPoint, Word, and Outlook

Minimum Education and Experience Requirements

Bachelor's degree in business administration, public administration, public policy or related field from an accredited institution and two (2) years of experience preferably in governmental accounting or budgeting, or an equivalent combination of education and experience.

Management Preference:

  • Master's degree in the disciplines of public administration, public policy, planning, business, economics, or a related field from an accredited institution. Governmental experience involving the executive and legislative budget processes.
