The STARBASE is a Department of Defense (DoD) program that focuses on elementary students, primarily fifth graders. The goal is to motivate them to explore Science, Technology, Engineering and Mathematics (STEM). Students who live in inner cities or rural locations, those who may be socio-economically disadvantaged, low in academic performance or have a disability are in the target group. STARBASE is a program to improve skills for students who are historically underrepresented in STEM.

Primary purpose for this position is to perform administrative duties to support the STARBASE program.

This is a full-time position (40 hours per week) with State Benefits.

  • Assist the Director with purchasing and inventory management. Incumbent manages office administrative activities to include program correspondence, documented and automated recordkeeping, and class registration management. Provides operational and support work for program activities and staff. Maintains records and files.

  • Serves as the fund citer for purchase order requisitions after Director approval, ensuring they are proper, accurate, and compliant with federal, state, and/or agency guidelines and funds are readily available for the desired purchase orders.

  • Assists staff in ensuring that property and supply inventories are accurate, up-to-date and compliant with program, Military Division, State, United States Property and Fiscal Office (USPFO), and NGB (National Guard Bureau) requirements.

  • Assist Teachers with set-up classroom and instructional tools; assists other instructors as needed in the classroom and instruction of 5th grade level classes in all STARBASE topics from prepared lesson plans when needed.

  • Develops and maintains spreadsheets and performs word processing and other automated functions to update and maintain a variety of administrative support functions including bookkeeping, program correspondence and scheduling, informational program brochures, and other functions/activities.

  • Uses office software programs extensively Microsoft (Excel, Word and Outlook) Google (Sheets, Doc and Gmail) to conduct daily work, produce products and reports.

  • Submits purchase requests to State purchasing agents, and track, receive, and distribute all supplies.

The salary grade for this position is NC11 State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.  If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.  Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience in purchasing and inventory management.

  • Experience in ensuring property and supply inventories are accurate, compliant and up to date

  • Experience in office software, i.e., Microsoft: Word, Excel and PowerPoint as well as Google: sheets, Docs, and Slides.

  • Experience setting up classrooms and instructional tools.

  • Experience maintaining physical and electronic records and files.

Bachelor's degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management.
