TechWise is seeking an education professional to direct the Vandenberg Air Force Base STARBASE Academy. STARBASE Academy is a Department of Defense educational entity that seeks to improve the knowledge and skills of 5th grade students in Math, Science and Technology and follows the Academy model described in the DoD STARBASE Program Instruction. STARBASE 2.0 is an extension of the STARBASE Academy designed to create after-school STEM (Science, Technology, Engineering, and Mathematics) clubs for junior high schools using mentors from DoD, industry, and universities. This program keeps students motivated and participating in STEM activities and competitions throughout junior high (grades 6-8).
Overall supervision and management of the STARBASE program and designated facilities
Formulate and update program goals, objectives and strategies as necessary
Implement Standard Operating Procedures for the STARBASE program and Memorandum of Understanding (MOU) among STARBASE and local school agencies
Coordinate, supervise and administer STARBASE program requirements, marketing plan and business plan
Hiring and dismissal, management, supervision and annual written evaluations of STARBASE Academy staff
Represent the program at initial training, and annual training conferences as required per OASD/M&RA. Typically one week in length and within the Continental United States.
Implement program guidelines, policies and procedures according to the DoDI or OASD/M&RA
Develop and coordinate partnerships with schools, businesses and Government agencies
Provide end-of-quarter reports for the STARBASE program.
Receive visitors; receive, review, and distribute all incoming correspondence including creating a point-of-contact list
Prepare outgoing correspondence
Set up and maintain program website and social media
Coordinate with schools for attendance, pre-test, graduation schedules, enrollment forms, and any schedule changes
Maintain schedule, create agenda, take minutes, and distribute minutes for staff and Board meetings
Maintain quality control of official documents including travel vouchers, purchase orders, contracts, schedules, and other documents
Maintain program records, files, and databases consolidating data for end-of-year reports and other reports as needed
Coordinate guest speakers, tour guides, and out of class demonstrations
Establish and approve curriculum and lesson plan schedules in accordance with DoDI 1025.7
Coordinate with Vandenberg AFB Public Affairs to maximize publicity and coverage.
Assist district teachers to complete on-line STARBASE survey
Send survey login information to volunteers, speakers and tour guides, to complete online STARBASE survey
Conduct evaluations, collect data, and prepare statistical summaries of program data
Produce and distribute a quarterly STARBASE newsletter to local schools and base populace
Knowledge, Skills, and Abilities
Knowledge of internet-based tools as well as Microsoft Office products
Knowledge of strategic planning, business plan development, marketing strategies and budgeting
Experience in education, supervision, and management of educational programs
Knowledge of military policies, procedures, and protocol
Knowledge of program evaluation methods and development of outcome measures
Ability to work with public officials, military leaders, school district liaisons, VAFB school liaison officer, influential citizens and corporate leaders
Ability to travel locally on a regular basis
Must be a U.S. Citizen
Possess a Master's Degree in Education or Business Administration with Education specialization combined with at least five (5) years of experience in the field of education
Have a state teaching certificate (any state) as the Director may be required to teach on a temporary basis in the event of an emergency.
Possess an understanding of and the ability to implement STEM instructional methods.
Must pass the security and background checks for working on a DoD facility and working with children
Have experience with developing and implementing new programs and initiatives
Have experience in creating, developing, and implementing training workshops
Have experience in organization, administrative problem-solving, conflict resolution and record keeping
