The Staff Vice President, Deputy Supply Chain Officer, is responsible for the strategic planning, management and oversight of corporate supply chain organization. In support of General Dynamics Information Technology's (GDIT) strategic corporate direction and competitive advantage, the primary functions of this role include global strategic sourcing, category management, supply chain operations and indirect spend procurement with the goal of minimize cost and maximize spend efficiencies, including establishment of an improved end-to-end procure to pay (P2P) process.The Staff VP, Deputy Supply Chain Office is accountable to lead the supply chain organization to drive best in class capabilities for a $10B+ organization to include, but not limited to: strategic sourcing, acquisition, strategic planning, category/channel management, end-to-end supply chain lifecycle, contract execution & negotiations, logistics, innovative solution development, systems integration, supply chain analytics, cost-containment strategies, supplier relationship management, demand management, policy/procedure development, compliance review, risk analysis and mitigation, and project management.Develop Corporate Procurement Process and Governance. * Structure and manage the supply chain organization, including but not limited to development/modification of corporate procurement policies and processes. * Develop annual, quarterly, and transactional procurement strategies that support the strategic direction of the organization. * Identify areas to reduce overall corporate procurement spend for competitive advantage. * Identify areas to decrease procurement lifecycle for competitive advantage. * Develop and cultivate cross-organizational relationships with key stakeholders and all corporate functions, with an emphasis on Contracts (CAMO), Growth Strategic Alliance Partnerships and IT. * Foster strong collaborative relationships and integrated processed with downstream supply chain functions including asset management and accounts payable. * Drive strategic enterprise level agreements with IT & Growth for satisfy customer solution and internal technology roadmaps * Lead the development and ongoing improvement of the procure to pay system(s) to ensure alignment with procurement process, strategy, and best practices. * Prepare and respond to internal audit, DCAA, DCMA audits regarding all supply chain management activities.Supervisory Ensure all direct reports are trained on all supply chain solutions and policies * Ensure direct reports develop appropriate project timelines and meet target completion dates. * Provide guidance and review direct reports' projects at key milestones e.g. project timeline/efficiency, RFx questions, sole source rationale, negotiation strategy, supplier clarifications, down-selection, project issue resolution, and compliance with corporate policy and department processes. * Motivate, coach and develop associates for growth in skill development.Stakeholder Engagement and Project Success: * Work directly with senior business owners to ensure successful framing and development of high complexity project objectives, requirements, and sourcing strategy prior to vendor engagement for direct and indirect procurement. * Lead the development, socialization, and delivery of category strategies to ensure faster cycle times and spend reduction. * Lead the negotiation, redlining, legal, and business stakeholder communications process with suppliers on highly complex, challenged, or stalled projects.Education:1.Bachelor's Degree in Business Management or a related discipline.2.Master's Degree preferred.
* Over ten (10) years of experience in a supply chain role, including 5+ years of progressively responsible management experience. * Extensive experience in technology procurement (able to manage the end to end sourcing process from requirements gathering through RFx and complex software licensing). * Experienced in vendor relationship management and stakeholder governance. * Experienced in detailed financial modeling and analysis and determining price reasonableness. * Detailed experience with configuration of Ariba, IFS, or similar source to pay systems. * Familiarity with FAR, DFAR and procurement for government entities.For more than 50 years, General Dynamics Information Technology has served as a trusted provider of information technology, systems engineering, training and professional services to customers across federal, state, and local governments, and in the commercial sector.
