ManTech is currently recruiting for a Staff Subcontracts Administrator. This is an exciting opportunity for a hardworking, energetic, and driven individual with solid Government subcontracts/procurement experience who is interested in joining a dynamic team of mission-focused professionals passionately dedicated to providing our customers with the resources they need to succeed.


  • Prepares and administers subcontracts, task orders, and modifications.

  • Tasks include the negotiation of terms and conditions, price analyses, and drafting of subcontracts and other subcontract-related documents.

  • Reviews client solicitations received by company and provides recommendations regarding outsourcing requirements to business management proposal team.

  • Develops, issues, and coordinates subcontractor solicitations and subsequent quotations/proposals in support of company proposal efforts.

  • Responsible for monitoring subcontractor performance, including management of deliverables and timely creation of invoices.

  • Keeps fully informed on all subcontracts standards, plans, and policies.

  • Ensures that subcontracts are in accordance with legal requirements, customer specifications, and Government regulations.

  • Monitors subcontract performance for conformance to requirements to protect the interest of the company.

  • Contract closeout and small business reporting.


Bachelor's degree or equivalent in Business Administration or related field; additional training in Government subcontracts; 2 to 4 years of relevant experience.

Clearance requirements: None, but able to obtain a DoD clearance.

Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information.


Equivalent Experience/Education: Bachelor's Degree


Experience working under a Contractor Purchasing System Review (CPSR)-approved purchasing system.

Ability to handle stress and work well under pressure; ability to use MS Office; ability to use PC; analytical and critical thinking skills; interpersonal and people skills; listening skills; multitasking ability; negotiation skills; oral and written communication skills; organizational skills; team building skills.

Peraton Inc. has an immediate opening in our Greenbelt, MD or Herndon, VA office for a motivated and experienced Subcontract Administrator who thrives in a team focused organization to fill a critical role to support Government programs in the Department of Defense (DoD), Intelligence, and Civil space. In this role, the Subcontract Administrator will function as an individual contributor by managing a comprehensive portfolio of subcontracts and lead proposals efforts. This position has a high-level of accountability and responsibility that requires an individual who has in-depth knowledge and a strong understanding of: * Federal Acquisition Regulations, Defense Federal Acquisition Regulations Supplements, as well as other Agency Supplements; * Is well versed in being able to read, understand, and decipher required flowdown terms from the Prime Contract; * Negotiating Subcontract, Teaming Agreement, and Non-Disclosure Agreements with other Government Contractors * Great business sense with a laser focus on growing business through relationships * Working and leading various projects The ideal candidate will need to exercise a high degree of autonomy, initiative and judgment, adhere to various contract company policies, and demonstrate a strong business acumen. The Candidate will serve as the company point of contact for subcontract related matters and facilitate the timely and successful execution of agreement, modification, purchase orders, etc… and assist with invoice issues, as well as remain mission focused and work in compliance with contract terms and conditions, commitments and timely provide necessary contractual notifications. Responsibilities What you'll do… * Ensure complete compliance with CPSR requirements. * Provide full life-cycle subcontract management of various contract types, complexities, and sizes that will consist of monitoring subcontract and vendor performance, funding, and invoices/budgets to mitigate cost overruns. * Ensure compliance with subcontract and procurement policies, procedures, and standard operating practices. * Identify and work with business unit and contract leadership to advise and resolve complex contractual challenges with subcontractors and vendors, including ability to meet schedules, cost and technical requirement concerns, and requirement changes. * Analyze, prepare, and submit request for proposals/quotes for various business opportunities * Support Program Managers by providing guidance on contractual requirements and mitigating the company's risk. * Manage the fully life-cycle of a Subcontract Agreement to include pre-award actions, start-up and close-out process for all assigned projects. * Develop strong customer relationships, interacting frequently, and working as a team leader to resolve issues and streamline processes. * Analyze, prepare and negotiate contractual agreements such as Subcontract Agreements, Teaming, Non-Disclosure, and other binding agreements as the business opportunity presents. * Lead all aspects of the Subcontract process including generation of Requests for Proposals, proposal evaluations, source selections, negotiations, file documentation, change management, invoice approvals, dispute resolution and subcontract close-out. * Provide timely and accurate subcontract status to management. * Support Subcontracting Plan initiatives with Small Disadvantaged, and Small Woman-owned Businesses as required. * As primary interface, one will be expected to apply ingenuity and innovation to develop solutions to complex subcontract problems. * Develops subcontract statements of work (SOWs) and terms and conditions for the procurement of specialized materials, equipment and/or services. * Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards and administers resulting subcontracts, ensures compliance to all internal and Government (FAR) Procurements Regulations, monitors Subcontractor performance and initiates corrective action measures when necessary. * Negotiate and coordinate additions, deletions or modifications to subcontracts. Qualifications You'd be a great fit if you have… * Bachelor's degree and 5+ years of related experience or a Master's degree and 3+ years of related experience. * Experience managing various types of moderately complex to complex subcontracts, including hardware, software, IT Solution development subcontracts, complex services subcontracts, and follow-on/production subcontracts. * Prior experience in Government and Commercial Subcontracting. * Proven ability to manage Contractor/Subcontractor performance in the areas of technical scope, schedule and cost. * Ability to navigate a fast-paced, team environment to adjust priorities in order to meet critical deadlines. * Experience with the following subcontract types: FFP, FPIF, T&M, Labor Hour, Cost Reimbursement (w/fixed-fee, incentive fee or award fee). * Familiarity with Fair and Reasonable determinations as well as Subcontractor price analysis. * Familiarity or background with FAR/DFARS and/or experience in NASA procurement regulations.
