Job Description and Duties

Under the direction of the Executive Director, the Executive Manager is responsible for clerical program evaluation and planning, policy analysis and formulation, and a wide range of project management and consultation to the Executive Director and other senior staff. The Executive Manager will provide administrative expertise that includes managing the clerical program, organizing executive operations, and overseeing and implementing logistics for commission meetings.

Department Information

The San Francisco Bay Conservation and Development Commission (BCDC) is a State of California government agency located in the City of San Francisco with regulatory and planning responsibilities over San Francisco Bay, the Suisun Marsh, and along the Bay Area's nine-county shoreline. BCDC is guided in its actions by state and federal laws, including the McAteer-Petris Act, Suisun Marsh Preservation Act, Coastal Zone Management Act; and its policies, including the San Francisco Bay Plan, Suisun Marsh Protection Plan and various special area plans.

Through its laws and policies, BCDC protects hundreds of miles of shoreline, collaborates with local, regional, state, and federal agencies, and facilitates the implementation of the San Francisco Bay Trail and the San Francisco Bay Area Water Trail. In 2019, BCDC introduced Environmental Justice and Social Equity policies into the San Francisco Bay Plan, which guide all of its activities. BCDC is a leader in preparing the Bay Area for faster, better and more equitable adaptation to rising sea level throughout its various programs, in particular Adapting to Rising Tides program and Bay Adapt, a regional strategy for a rising Bay.

BCDC recognizes the challenges dealt to frontline communities over centuries of injustice and is committed to understanding these deep-seated historical injustices so that they are not repeated as we endeavor to protect and enhance the Bay for this and future generations.

Work with elected and appointed officials on logistical issues; provide clear and accurate information to Commission leaders; reason logically and utilize techniques to make decisions independently to solve problems of organization and management; work independently in identifying the need for and developing proposed changes to operating practices, programs, and policies; establish and maintain cooperative working relationships; speak and write effectively.

  • Demonstrated ability to act independently, open-mindedness, flexibility, and tact. Familiarity with or the ability to learn new online platforms and programs (i.e. SharePoint, Zoom, Teams).

  • Thorough understanding of state regulations and procedures; understanding of the goals of the department and agency; use of good judgment when making decisions with those inside and outside the organization; flexibility and initiative.

  • Ability to work effectively with representatives of interest groups and other public agencies, and completion of all work in a timely and well-organized form.
