Northrop Grumman Aerospace Systems has an opening for a Staff Engineer Software 5 - Subcontract Management Team to join our team of qualified, diverse individuals. This position will be located in San Diego, California.

MS IPT Subcontract Management Team is looking for a Responsible Engineer (SMT RE) to manage a challenging software subcontractor. This role will report to the Subcontract Management Team Lead for a subcontract within the Mission Systems IPT (MS IPT).

SMT RE will be responsible for managing subcontractor design, development, documentation, test, and debug of software and systems. The SMT RE will analyze, evaluate, and recommend improvements in subcontractor and in-house test environments in support of first time quality.

The SMT RE will develop and implement acceptance test procedures, support software integration activities, determine user needs, analyze system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls, and prepare operating instructions. The SMT RE assists with anomaly resolution and collaborates with all the MS IPT functions (SEIT, SW, HW, Support, sub-IPTs, etc.) to ensure subcontract products are in line with program and customer direction.

Additional detailed tasks include but are not limited to:

  • Champion RFI/RFP/SOW preparation

  • Review and evaluate proposals, support Global Supply Chain with subcontract negotiations and definitization

  • Coordinate with Systems Engineering for review and release of Requirements/ICDs and subsequent updates

  • Identify and manage risks, opportunities

  • Provide weekly schedule status, technical status and monthly earned value reporting

  • Conduct a weekly program review with subcontractor and track closure of action items

  • Conduct a weekly technical review with subcontractor and track closure of action items

  • Position will require approximately 25% travel

Basic Qualifications:

  • 14 years of software development or software test experience with a Bachelor's degree in Science, Technology, Engineering of Mathematics (STEM) discipline or 12 years of experience with Master's degree, or 9 years of experience with a PhD

  • Active DOD Top Secret and ability to obtain Special Access security clearances

  • Previous experience managing a software subcontractor

Preferred Qualifications:

  • Previous or current program access

  • Prior military experience

  • Previous experience turning a "red" software subcontractor to "green"

  • Communicate widely and effectively both verbally and through email, documents, and presentations

  • Ability to communicate complex technical issues at an executive level both internally and to the customer

If you have a passion for algorithms, language design, and having your code exercised 100+ billion times by consumers per year, then this may be a good fit. Although our team supports hosted services, we also publish cross platform libraries for Linux/Windows/Mac – so you are a good fit if you have competent working knowledge in both java and C++. Responsibilities * Develop artifacts/languages to encode domain knowledge composed of compliance rules, calculations, explanation of outcome, filing preparation, and validation– Technologies: Java, C++, Maven * Develop highly scalable engine/systems for executing knowledge rules. – Technologies: C++, J2EE, web services, executed on Linux, OSX, Windows platforms. * Develop GUI tooling for manipulating knowledge engine artifacts and support development workflow – HTML, Javascript, J2EE, Services * Applying deep algorithm and data structure knowledge. * Working collaboratively with 2-5 engineers and engaging with organization partners to deliver on both short (weeks) and long term (year) goals. * You're a product engineer first. You build technology/capabilities that bring customer delight and significantly reduce complexity. * Leading and mentoring more junior and newer Engineers, making sure to bring others along for the journey * 70-85% hands-on development in all phases of the software life cycle. Qualifications * Solid Working Experience with the following: * Compiler software design and implementation * Domain Specific Language implementation or design * Customizing a Domain Specific Language (proprietary or open source) * Language source to source translation. * Language source to bytecode translation. * 8+ years' experience with object oriented languages. * Industry experience in both Java and C++ is preferred. * Experience building and integrating with web services, (REST or SOAP) using common frameworks like Spring, Jersey, JAXRS. * Experience working JSON and XML Schema (XSD) development a plus. * Familiarity in applying SAX, DOM, XJC, JAXB at scale in a production stack. * Web development experience a plus (Javascript, HTML 5, MVVM). * Experience with production monitoring/traceability technologies. * Experience with deployment and software delivery technologies e.g. maven, ant, cmake, etc… * Experience with Test Driven Development (TDD) * Experience with debugging, troubleshooting, understanding the magic under the covers. * Experience delivering quality software into production. * Experience leading the technical design in a large multi-month project. * Ability to start with an abstract problem statement, drive to understand requirements, and implement a scalable solution. * Strong verbal and written communication skills are a required due to the dynamic nature of discussions and collaborations with other engineering and product teams * You've got a burning passion for identifying and solving real consumer and business problems * BS/MS in Computer Science or Computer Engineering.
