The Project Development Staff Engineer is responsible for developing and presenting projects as an integral role in the continued growth and optimization of the Phillips 66 Midstream organization which includes Transportation & Logistics, Gas & Processing business units and Emerging Energy. The Project Development Engineer will work on conceptual design for assets moving crude, refined products, NGL's, natural gas, CO2, H2, ammonia amongst others. The Project Development Engineer will work closely with Business Development, Operations, Strategy Execution and Project Execution to develop projects that add value to the Midstream Business Unit and Phillips 66. The Project Development Engineer develops early project phases utilizing appropriate tools, resources and processes to determine the most viable option taking into consideration cost, schedule, and risk implications. The Project Development Engineer will also contribute as a team member for evaluating and improving Midstream Project Management processes.

Responsibilities May Include:

  • Conducting budgetary and detailed cost estimates related to Midstream and Value Chain Optimization projects including but not limited to expanding or repurposing existing assets, new 3rd party connectivity, storage terminals, pipeline replacements, well head connections, gas gathering, new long-haul pipelines, Co2, hydrogen, ammonia, and waterborne transportation

  • Understanding a project's size, complexity, and risks in order to outline an appropriate execution strategy for the project

  • Generating creative solutions to build aggressive but executable cost estimates aligned with realistic construction schedules

  • Consulting with Business Development, Strategy Execution, Operations and Project Execution personnel to establish priorities and scope projects that meet the requirements of our internal and external customers

  • Integrating multiple functions including Operations, Integrity, Engineering, Technical Services, Scheduling, and other business units to align on scope and verify operability

  • Presenting projects to management and support the review process to progress AFF and/or AFD funding

  • Reporting on metrics relating to front-end loading statistics

Required Qualifications:

  • Legally authorized to work in the U.S. without sponsorship

  • Bachelor's Degree or higher in Engineering or Construction Management

  • 5 or more years of experience in the Midstream and/or Downstream segment of the oil and gas industry including crude, refined products, NGL's and natural gas

Preferred Qualifications:

  • 5 or more years of experience in the Midstream segment of the oil and gas industry specifically in the gas gathering and processing area

  • 10 or more years of experience in the oil and gas industry

  • 5 or more years of experience with project engineering and/or project management

  • Understanding of crude and refined pipelines and terminals, rich gas gathering operations, gas and liquid hydraulic modeling/flow, gas compression, gas processing, carbon, hydrogen, ammonia and NGL/Residue market

  • 2 or more years of experience running gas field hydraulics using NextGen simulation software or similar hydraulics tools for liquids and gas processing

  • Strong communications skills and ability to develop and foster strong relationships with key internal and external stakeholders including producer/ commercial/marketing etc

  • Working knowledge of applicable industry standards & codes (ASME, ANSI, API, NACE, NFPA, CFR, etc.)

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
