Assists City Engineer in providing technical services related to City of Pierre infrastructure projects. Responsible for preparation and administration of annual construction and materials contracts. Also assists Building Officials in plan review and issuing Building Permits. Duties include project feasibility analysis, infrastructure analysis & planning, infrastructure cost estimating, municipal infrastructure project design & review, and construction project administration.
JOB SUMMARY
This position provides civil engineering support for city infrastructure development and maintenance operations.
MAJOR DUTIES
Drafts, reviews, and administers annual and special contracts.
Provides construction oversight for City of Pierre special projects.
Field calls from citizens, external organizations, and businesses; answers questions and provides information.
Develops plans, specifications, and cost estimates.
Collects survey as-built data for public infrastructure.
Conducts stormwater inspections, including establishing correction action requirements and follow-up correspondence with owners, contractors, and city staff.
Drafts, updates, and reviews the annual stormwater report for submission to the South Dakota Department of Environmental and Natural Resources.
Performs second surveys for pre-footing/foundation pour setback verification.
Performs stormwater drainage fee assessment calculations; creates new maintenance fees for newly constructed projects.
Drafts and submits right-of-way permits requests for submission to the South Dakota Department of Transportation.
Drafts and submits Notice of Intent and Notice of Termination letters to the South Dakota Department of Environment and Natural Resources.
Develops, drafts, reviews and submits Section 404 permits to the US Army Corps of Engineers.
Manages maintenance of stormwater detention structures.
Performs related duties.

SUPERVISORY CONTROLS
The City Engineer assigns work in terms of department goals and objectives. Work is reviewed through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include federal and state environmental and stormwater regulations, the city Storm Water Plan, the Manual on Uniform Traffic Control Devices, South Dakota Department of Transportation Specifications for Roads and Bridges, Americans with Disabilities Act requirements, city ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of varied engineering and project management duties. The variety of projects to be managed contributes to the complexity of the work.
The purpose of this position is to provide engineering, surveying, contract administration, project design, construction management, permitting, and inspection services. Successful performance contributes to the effective and compliant management of city infrastructure projects.

Contacts are typically with co-workers, other city employees, engineers, surveyors, contractors, elected and appointed officials, utility personnel, and the general public.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects and climbs ladders.
The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, etc.

Qualifications
QUALIFICATIONS: Skill in Civil Engineering design, project management, and computer applications (MS Office, CAD design and drafting, GIS/ArcView). Ability to obtain Professional Engineer licensure required with preference given to those applicants who can obtain licensure within two years. B.S in Civil Engineering or a related field from an ABET accredited program. Excellent communications skills and a clear ability to work with diverse individuals and organizations is essential.
