Overview

Watch Officer is responsible for providing global mission critical operations center support to the Office of Logistics and Global Readiness. The incumbent will serve in a watch officer capacity within the Other Defense Agency (ODA) Mission Services Operations Center (MSOC) ensuring command, control and communication for the ODA Director. General responsibilities of a Watch Officer include but not limited to preparing and presenting the daily MSOC update briefings to senior leadership. Specific responsibilities include but not limited to providing Senior ODA leadership and Intelligence Community (IC) partners with 24/7 situational awareness of ODA equities (i.e. personnel, facilities, equipment and communications) in support of the Directors Critical Information Requirements (DCIRs) and other statutory obligations.

Responsibilities

  • Perform on a five-week rotational schedule shift.

  • Provide overall situation report (SITREP) of Othe Defense Agency (ODA) equities to multiple members of the IC

  • Facilitate the establishment and actions of Situation Response Teams (SRT) during crisis or contingency support the uninterrupted continuity of ODA's critical Mission Essential Functions (MEFs) as directed

  • Maintain a collaborative relationship with the IC, Combatant Command and Service Intelligence centers

  • Serve as member of a 24/7 Communications Support Center for families of ODA personnel deployed worldwide

  • Collaborate and incorporate "best practices" to improve ODA's ability to seamlessly transition during crisis events supporting Continuity of Operations Plans (COOP) and MEFs

  • Updated MSOC pass down log comprised of all actions executed on shift and guidance passed down from the ODA leadership

  • Maintain collaborative liaison with Combatant Commands, ODA, and IC entities or affiliates.

  • Perform a full range of administrative support services.

  • Monitor operational and administrative issues.

  • Gather and disseminate information from intelligence, operations, and open sources as they affect Client personnel accountability, equipment, facilities and operations.

  • Compile operational information and maintaining databases.

  • Complete special projects and additional tasks in response to emergent needs (i.e. situation reports, formal or informal briefings, database support, and various other taskings).

  • Ensure continuity of Operations Center communications platforms.

  • Facilitate continuous information sharing, knowledge management, communications, and reporting support within the MSOC.

  • Utilize multiple forms of communications systems (e.g. telephone, fax, radio, etc.).

  • Conduct alert notification of individuals and teams for the orderly transition to crisis team operations and processes, if required

  • Monitor cameras and day to day activities

  • Report security issues and maintains databases

  • Provide escort and administrative support as needed

  • Utilize emergency response team rosters and emergency notification tools.

  • Manage emergency response team rosters and emergency notification tools.

  • Drafting daily and event driven SITREPs concerning ODA capability and capacity to provide intelligence, to include the execution of supporting contingency and continuity plans.

  • Recognize situational awareness indicators and executing judgment of potential impact on mission operations.

  • Develop clear and concise written products that require minimal revision.

  • Facilitate emergency communications.

  • Monitor facility infrastructure to ensure readiness for emergency conditions.

  • Work proficiently in Microsoft Office applications (Word, PowerPoint, Excel, etc.).

Qualifications

  • Education:

  • Bachelor's degree in any field; high school vocational school, or trade school diploma, or a GED equivalent and five (5) years' work experience in a similar field may be substituted for degree requirement

  • Experience:

  • Five (5) plus years of U.S. Military, Intelligence Community (IC), or Other DoD Agency (ODA) experience.

  • A minimum of 5 years of watch officer or equivalent experience performing operations center services.

  • Be eligible for personnel clearance crossover.

  • Microsoft Windows and Office Suite encompassing Excel, Word, Outlook, PowerPoint, Project, Access, Teams, and SharePoint

  • Travel:

  • Five percent travel or more as Client directed.

  • Clearance:

  • Must have an current, adjudicated, and active TS/SCI security clearance with CI Poly. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

  • Knowledge

  • IC, DoD, ODA, CCMD, and Federal Government organizational structure

  • IC, DoD, ODA, and Federal Government regulations and standards.

  • Interagency Concepts and principles, DoD military command and control operations, geographical areas of responsibility as pertains to the geographical Combatant Commands, air, land, and maritime combat operations at both strategic and operational levels.

  • Staff planning, execution, and monitoring of Joint military operations at the operational through strategic levels

  • Skills

  • Written and oral communication skills, especially ability to brief senior officials.

  • Strong multi-tasker with the ability to manage time and priorities

  • Strong leadership, project management, team building and presentation skills

  • Work proficiently in Microsoft Office applications (Word, PowerPoint, Excel, etc.)

  • Abilities

  • Brief Client senior leadership on operational matters

  • Prioritize, and problem solve effectively.

  • Manage, review and analyze quality reports.

  • Remain alert at all times

  • Manage and ensure the successful completion of multiple tasks independently, successively, or simultaneously.

  • Mentor junior staff.

  • Think critically and outside the box

  • Develop concepts of operation, create process flow diagrams, author standard operating procedures, and develop program plans encompassing assumptions, limitations, interfaces, responsibilities, and specific requirements of the program elements

  • Certifications:

  • Must have Valid U.S. Driver's and be able to obtain an International Driver's License

  • Must have a valid U.S. Passport

  • Be able to acquire and meet US Central Command Medical Screening qualifications, if Client directed

  • Supervisory/Budget Responsibilities

  • Lead, manage, and supervise a multifunctional team

  • Serve as team lead on single or multiple projects
