DIVISION OVERVIEW

The Housing Assistance Division (HAD) of the Los Angeles County Development Authority (LACDA) Is responsible for the administration of the Housing Choice Voucher (HCV) Program. The LACDA administers over 26,000 Housing Choice Vouchers for the County of Los Angeles, as well as other targeted and grant-funded rental subsidy programs. The Housing Assistance Division partners with 10,000 landlords, helping eligible families afford safe, decent, high-quality rental housing.

POSITION OVERVIEW

The Staff Development Analyst position is in the Management Services Department of the Housing Assistance Division. The Staff Development Analyst is responsible for primarily training staff on all aspects of the programs administered by the Housing Assistance Division. The Staff Development Analyst will be required to research regulations, attend trainings to enhance and augment program knowledge, develop training materials, coordinate staff training, and assist in other administrative related assignments.

Essential Job Duties

  • In collaboration with the division's management team, assess the training needs of the division. Create and continuously update training manuals, policies, and procedures so staff are appropriately oriented to program requirements and job duties.

  • Work closely with all units in drafting and continuously updating curriculums, course materials, PowerPoint presentations, handbooks, visual aids, and other mediums that are suitable to the division's needs.

  • Coordinate educational and training opportunities with supervisor.

  • Facilitate staff training sessions on a schedule and as requested by management.

The Staff Development Analyst must demonstrate:

  • Ability to communicate effectively and diplomatically. Strong facilitation skills with ability to write clearly and concisely.

  • Ability to independently perform special studies and other assignments involving the collection, organization and analysis or research data.

  • Ability to multi-task and perform efficiently in a fast-paced work environment.

  • Ability to work independently.

  • Knowledge of principles and practices of public administration.

  • Plan and carry out assignments with limited supervision.

  • Perform multiple assignments while maintaining attention to detail.

  • Be able to develop cooperative working relationships with staff, other agencies, and the public. Perform other duties as assigned.

  • Regular attendance is an essential job function.

Qualifications

Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Experience, as outlined below, may be substituted for required education on a year-for-year basis.

  • High school diploma or GED equivalency.

  • Four (4) years of professional experience in an administrative capacity working with the Housing Choice Voucher (HCV), public housing, or affordable housing program. *A bachelor's degree can substitute for two years of work experience.

Highly Desirable:

  • Experience in developing, coordinating, and evaluating agency-wide training, educational and employee development programs.

  • Experience in creating interactive training videos.

  • Experience in conducting training sessions related to housing assistance programs.

  • Knowledge of Creative Cloud and/or other editing software to create training materials.

  • Advance knowledge and proficiency in Microsoft Office Applications (Word, Excel, PowerPoint); other software programs are highly desirable.

Salary Compensation

Salary is dependent on qualifications (experience, education, skills, and abilities). Initial salary placement is generally made at the beginning to mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

Conditions of Employment

Prior to start of the employment, successful applicants will be subject to a post-offer medical examination and criminal background check as a condition of employment. background check information will be considered in determining the applicant's suitability for the position.

Successful applicants must possess a valid California Class C Driver's License, an acceptable driving record and comply with the LACDA's Motor Vehicle Safety Policy during employment.

Proof of authorization to work in the United States will be required at the time of hire.

Employment with the LACDA is at-will and may be terminated at any time with or without cause.

Successful applicants must complete a background investigation, Live Scan fingerprint search, pre-employment physical and drug screening prior to appointment.
