Duties

The incumbent serve as a senior Staff Assistant to the Executive Director and participates in the implementation of long-and short-range plans, goals and objectives of CFM. The Staff Assistant acts in a staff capacity and functions in a role that facilitates linkages between the administrative requirements of CFM and the Department, keeping the Executive Director and Deputy Executive Director apprised of issues in those areas that need to be addresses and presenting recommendations to resolve them. The major duties and responsibilities include but are not limited to:

  • Performing administrative work, which includes coordination of the office's schedule or day-to-day plans and deadlines, including meeting to formulate office priorities, making certain presentations and other communication material to VA senior officials and Congressional committees.

  • Working with program and staff officials to assure complete, factually correct responses which are in compliance with policy or the specific desires of the responsible offices.

  • Developing and reviewing policies, issues, or program requirements.

  • Researching and/or analyzing problems, issues, or program requirements.

  • Establishing and maintaining relationships with key officials, agency stakeholders, and/or community groups to communicate and disseminate program information resulting in an understanding of the agency's mission and activities.

  • Coordinating, consolidating, and directing final preparation of recurring reports, such as monthly Congressional project fact sheets and Congressional notification letters, based on knowledge of the programs under the Executive Director.

  • Acting as the primary liaison with critical persons and groups both internal and external to the organization, exercising full commitment authority.

  • Coordinating special projects for major office or program issues of broad impact.

  • Undertaking or participating in special projects, ongoing analyses, investigations, and initiatives having high priority for high-level management.

  • Planning and/or supporting committees, boards, symposia, or conferences.

  • Developing broad group charters where applicable.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/07/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement [e.g., within grade and promotion SF50s].

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing and coordinating senior-level executive schedules, use of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; performing a variety of administrative and technical duties; developing reports, developing, and reviewing policies, directives, program initiatives, and VA regulations; coordinating and executing logistics for all large-scale special projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required.
