This position is in the Office of the Associate Director located at the Fayetteville NC VA Coastal Healthcare System within VISN 6 Mid-Atlantic Healthcare Network. Duties
These major duties include, but are not limited to the following:
Act as project leader and as member of multi-disciplinary design teams to accomplish design objectives
Ensure the coordination of proper architect/engineering (A/E) review of design and drawings
Monitor and manage contracted design of large and complex construction projects on sites with diverse climatic, geographic, and environmental conditions
Oversee, with the assistance of technical staff when necessary, contracted A/E firms to ensure design team is applying the latest design and construction techniques, energy conservation, and life-cycle cost measures in preparing plans and specifications for modern or historic buildings, used as medical facilities, offices, industrial facilities, utilities, dining facilities, warehouses, and other multi-mission Veterans Affairs facilities
Scheduling, phasing, and coordination of major construction projects using Critical Path Method (CPM), Gantt Charts, work breakdown structures or other generally acceptable project modeling tools
Oversees development of requirements and scheduling of medical equipment, furniture, information technology (IT) equipment, materials/finishes, and the VISN Activation funding process
Performs other duties as necessary

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
