The Transportation and Toxics Division (TTD) of California Air Resources Board (CARB) is searching for an experienced air toxics regulatory and program expert to fill the Staff Air Pollution Specialist (SAPS) position within the Exposure Reduction Section. The Exposure Reduction Section (ERS) conducts health and exposure analyses to support regulatory and non-regulatory actions; and works collaboratively with agencies and impacted communities to identify, understand, and reduce air pollutant exposure in California.

The SAPS will serve as a lead and program expert in air dispersion modeling and health risk assessment using AERMOD and CALPUFF and will train and mentor new staff in health risk assessment tools, coordinate technical projects, translate results into plain language policy recommendations, and facilitate cross divisional teams in toxics projects.

The responsibilities of this SAPS position include supporting CARB's environmental justice policies and initiatives; the SAPS will assist in the work of other CARB programs to provide critical information regarding exposure to air toxics, analysis of community-related emissions, evaluation of source test and monitoring data, and interpretation of effects from the application of emission reduction control technologies and strategies to support efforts to reduce air toxics exposure within impacted overburdened communities.

Travel may be required for site visits, meetings with community groups, other regulatory agencies, stakeholders, and conferences.

This position can be located in Sacramento or Riverside County.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense.

The most competitive candidates will have a demonstrated expertise in Office of Environmental Health Hazard Assessment (OEHHA) Air Toxics Hot Spots Program Guidance, the CARB Hotspots Analysis and Reporting Program (HARP), the California Puff Lagrangian Modeling System (CALPUFF), the American Meteorological Society/Environmental Protection Agency Regulatory Model (AERMOD) tools, and the Clean Air Toxics Assessment (CATA) database. Competitive candidates will also have demonstrated skill coding to automate complex data analyses and to help maintain HARP and other existing air quality analysis tools.

Competitive candidates will demonstrate experience planning and managing technical projects; recommending and advocating State policy on toxics, air quality, climate, and freight issues; and successfully negotiating solutions to sensitive issues with tact and diplomacy. The incumbent must demonstrate the ability to write effectively using direct, concise, and non-technical language; think strategically and articulate clearly to audiences; be confident dealing with all levels of management and a wide variety of external stakeholders; be comfortable with a flexible management structure based on project teams; and readily adapt to changing priorities.

The successful candidate must have a record of building and maintaining positive working relationships both internally and with external parties. Knowledge of, or experience with, the following areas is also desirable: health risk analysis, air monitoring methods, regulatory development, the California Environmental Quality Act, freight regulatory and incentive programs, and local, State, and federal programs for air quality and toxics. A scientific or engineering background is necessary; experience in the following is desirable: health risk assessment, air toxics regulatory development and implementation; local and federal stationary source regulations.
