Job Description and Duties

This position can be located in Sacramento or Riverside County.

The Mobile Source Control Division is seeking a passionate, resourceful, and knowledgable Staff Air Pollution Specialist (SAPS) to join the Off-Road Implementation Section within the Mobile Source Regulatory Development Branch. Under minimal direction of an Air Resources Supervisor I, the successful candidate will serve as a technical lead and subject matter expert in the development of, analysis of, and implementation of innovative off-road zero-emission (ZE) regulations to advance the California Air Resources Board's (CARB) mission of protecting public health and the environment.

Duties could include, but are not limited to, meeting and corresponding regularly with industry stakeholders, trade associations, environmental groups, other governmental agencies, and the public; reviewing scientific and technical literature; analyzing operations, cost, and emission data; managing and overseeing test programs, studies, and surveys; developing regulatory concepts and working with management to evaluate such concepts; generating a variety of reports, briefing papers, speeches, email and letter responses, and presentations; making recommendations based on thorough analysis of relevant technical, economic, and policy-based information; and following regulatory proposals through the public Board hearing process. Other duties could include providing support to other CARB units for advanced technology and off-road efforts to ensure CARB's interests are clearly represented. Some travel is required.

This SAPS position requires expertise in off-road equipment types and operation, off-road rulemaking, cost analysis, and the unique policy framework relevant to such equipment. The SAPS will play a critical role to establishing new, rigorous zero-emission requirements applicable to manufacturers and lead the development of future rulemakings and the cost analysis for such rulemaking.

The SAPS will need to help tackle the diverse and complex nature of the off-road equipment sector and the aggressive timelines of the state's zero-emission goals. The cost analyses led by the proposed SAPS will be critical in ensuring complete understanding of costs associated with the development and deployment of zero-emission off-road equipment, which will be necessary to maximize emission reductions considering cost impact on the California economy. Further, this position will be tasked with passing their expert knowledge to the rest of the staff within the section, which will help ensure a strong team of engineers and scientists.

The Mobile Source Control Division is responsible for developing and implementing statewide measures to reduce the emission of smog-forming pollutants, greenhouse gases, and toxics from mobile sources.

Working Conditions

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.

The successful candidate for this position will demonstrate a policy vision for innovative off-road ZE equipment/powertrains and related energy storage systems to advance CARB's mission of protecting public health and the environment and an understanding of how that vision fits into California's broader climate change goals. The candidate should have excellent written and oral communication skills, including the ability to convey technical information into policy recommendations and to communicate effectively with external stakeholders of various backgrounds.

Successful candidates should also demonstrate their ability to handle sensitive messaging with a variety of audiences and be able to coordinate projects across large teams. The SAPS is expected to represent the ORIS at agency meetings, public workshops, stakeholder forums, etc, lead implementation of the ORIS on off-road ZE technologies, and take the initiative on responsibilities and policy.

We are particularly interested in candidates with experience in policy development or cost analysis related to off-road ZE equipment and powertrains. Experience in one or more of the following areas is also desirable: ZE vehicle policy and deployment; quantification and mitigation of greenhouse gas emissions in the off-road sector; environmental and cost-benefit analysis of mobile source technologies and policies; environmental equity and justice; and other climate-related programs.
