Position Summary

The purpose of this position is to ensure the integrity of all fiscal operations of the City and Authorities by keeping current financial records that includes, but is not limited to accounts payable and processing payroll. This is accomplished by processing accounts payables, and processing bi-weekly payroll using ADP and record keeping for three (3) pension plans using Vangard's MyPlanManager.

Essential Functions

Maintain various accounting records by following Generally Accepted Accounting Procedures (GAAP) by:

  • Making accurate journal entries;

  • Processing accounts payables;

  • Review and verifying invoices and check requests:

  • Set invoices up for payment, track expenses and process expense reports;

  • Prepare and process electronic transfers and payments;

  • Reconcile accounts payable transactions;

  • Prepare analysis of accounts and, monitor accounts to ensure payments are up to date;

  • Research and resolve invoice discrepancies;

  • Produce monthly reports and provide supporting documentation for audits.

Reconcile City bank accounts monthly.

Performs payroll functions in conjunction with ADP by:

  • Maintaining employee payroll master file, including tax information, deductions, etc.

  • Process payroll through ADP

  • Review quarterly and annual tax reports for Federal, State and Local government prepared by ADP.

  • Maintain retirees' pension master file and prepare associated reports using Vanguard's MyPlanManager.

  • Prepare annual report for pension actuarial study and various other pension related reports.

  • Other duties as assigned

Required Knowledge, Skills and Abilities

Over one (1) year up to and including three (3) years. Prefer at least one (1) years' experience processing payroll using ADP and Kronos Workforce Central.

Work requires a comprehensive, practical knowledge of public accounting, finance, and payroll with the use of analytical judgment and decision making abilities appropriate to the work assigned..

This position does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget/fiscal expenditures (typically non-discretionary expenditures) for a work unit of less than a department size (programs, activities, projects or small organizational units) or responsibility for fiscal management of capital project(s).

Minimum Acceptable Training and Experience

Bachelor degree in Accounting, Finance, Public Administration (emphasis in public accounting/finance) or Business Administration with an emphasis in accounting and/or finance, or related field is required.

Over one (1) year up to and including three (3) years. Prefer at least one (1) years' experience processing payroll using ADP and Kronos Workforce Central.

Valid Class C driver's license issued by the Commonwealth of Pennsylvania

Employee in this position must comply with Article 165 "Employment Provisions", of the Codified Ordinances of The City of York, Pennsylvania, Section 165.07 "Residency Requirements" effective February 1, 1994.

Must pass a background check, Drug Test and the PA Child AbuseHistory Clearance check.

Note: Child Abuse History Clearance must be dated within one year from the date of application and must show that "no record exists".

What You Get to Do: * Ensure the accuracy of the financial transactions * Review the day-to-day general ledger, accounts receivable and accounts payable activities * Review daily batches from Operations to ensure proper postings * Perform monthly, quarterly and year end close * Month end GLIM entries as assigned * Maintain complete and accurate balance sheet reconciliations including Blackline * Enforce financial controls are maintained in the department * Maintain and update internal Sarbanes-Oxley documentation for financial transactions and support internal audits of related controls * Safeguard the assets of the company * Financial close is accurate and reported timely * Other projects as needed What We Would Like You to Have: * Bachelor of Science in Accounting preferred or equivalent experience * 2 years' Accounting experience * 0-2 years' Accounting experience is a plus preferably in a manufacturing or distribution industry * Knowledge of US GAAP, revenue recognition principles and ability to apply * Ability to work independently with minimal supervision and as part of a team * Organizational skills, including attention to detail, problem solving and follow through * Advanced Excel and Word * Critical thinking, judgment, and decision-making skills * Ability to multi-task, results driven, team player, can work under tight deadlines and ability to communicate with all levels of financial and operational personnel * Financial system expertise, encompassing spreadsheet, queries, large volume data manipulation and reconciliation, and month-end accounting close process * Experience in relational databases such as Access or Cognos a plus * Experience in ERP systems such as SAP, Oracle, or Great Plains a plus * Experience working with multiple financial systems to obtain data to analyze the business * Requires oral and written communication skills to effectively communicate among peers as well as upper management Note: Work from home days possible.
