Presently, a full-time vacancy for a Staff Accountant exists within the Administrative Services division at the Chester County Intermediate Unit. This position is based at the Educational Service Center located at 455 Boot Road, in Downingtown, PA.

SUMMARY OF POSITION:

To provide accurate accounting services and maintain complex records for approximately 15 federally or locally funded programs. Decision making responsibility for all financial information, budget projections and completion reports for year-end reporting to meet the guidelines of the funded programs.

QUALIFICATIONS:

  • Bachelor's degree (B.S.)

  • Minimum of two years in accounting or related position

  • School district or IU experience preferred

SUMMARY OF POSITION

To prepare, submit, monitor, control and close all budgets for the Chester County Intermediate Unit (CCIU) and Technical College High School (TCHSs). Assist Assistant Director of Finance

  • Audit/Budget, Director of Finance and Director of Administrative Services in financial activities as needed.

JOB RESPONSIBILITIES:

1.Assist all program directors in the preparation, submission, monitoring, controlling of all Core, Marketplace, Special Education, Categorical and all other CCIU budgets

2.Prepares the CCIU budgets

  • Projects revised current year's and proposed next year's salary and benefits for all

  • programs to be included in the budget book.

  • Consolidate all budget data and prepare the annual Intermediate Unit presentation budget book.

  • Prepares budget data sheets for all budgets.

  • Projects revenue by marketplace program.

  • Assist in the preparation of PDE-2054 Intermediate Unit Annual Budget

  • Assist in the preparation of PDE-2087 Special Education Core Budget

3.Maintains current Marketplace Pricing Schedule

4.Provides salary and benefit projections for all programs as requested.

5.Assists the Assistant Director of Finance

  • Audit/Budget with the preparation of all supporting schedules and reports in order to complete the CCIU and TCHS audits.

6.Responsible for maintaining the budget files for all budgets and entering budget approvals and revisions in the financial system.

7.Assist in the development of member district projections.

8.Supervise A/R Department, which consists of 1 staff member. Verifies deposit totals at month end prior to data upload to GEMS financial system and verifies data totals after upload to insure all information transferred properly.

9.Preparing the weekly sweeps for deposits from Deposit Reconcilement at PNC and S&T Bank to PLGIT bank accounts.



  1. Review all bank account activity on a daily basis to ensure that all activity is complete and accurate. Coordinate with the respective banks if there is an issue.

  2. Coordinate the transfer logs to ensure that all transfers are completed in a timely fashion.

  3. Complete the Accounts Payable and IU General Bank reconciliation on a monthly basis.

  4. Responsible for assigning revenue codes for invoices with in the Request for Invoicing FileMaker Pro database. This includes invoicing for all CCIU programs totaling approximately $156 million in revenues.

  5. Prepares and records the Visa/MasterCard monthly cash receipts and associated fees entries monthly as well as the associated transfer sheet.

  6. Prepare monthly internal invoices journal entry.

  7. Insure that all state, local, and federal grants (total of grants exceed $136 million in expenditures) are processed through the CCIU's Board and have been approved by appropriate funding agencies.

  8. All other duties as assigned by the Director of Finance and the Assistant Director of Finance


  • Audit/Budget.

Supervisory Responsibilities

  • Supervises the A/R Bookkeeper position. The A/R Bookkeeper is responsible for posting
  • invoice payments and deposits for all the CCIU's programs and services. Month-end balancing of the deposits is also required.

2024-2025 SALARY:

$72,801 to $91,002 annually
