Duties:

Oversee execution of work in support of ship warfare system ship integration services contract team; team provides services that address the physical design, installation, test, and maintenance of warfare systems and ensures systems are installed correctly aboard ship and in accordance with ship building specifications. Ensures cost, schedule, and quality requirements for project are met.

Develop and maintain a Plan of Action and Milestones (POA&M) for all shipbuilding and modernization engineering efforts. Collect, manage and adjudicate action items. Support NSWCDD in the planning, implementation, and maintenance of configuration management for ship integration engineering. Participate in the ICS Configuration Control Board (CCB) and notify the Government of all changes as they relate to the SCD.

Qualifications:

At least ten (10) years project management experience for a shipbuilding program or a major tactical system employing embedded computer technology.

Demonstrated responsibility for directing a multi-disciplined team of technical personnel to produce a system or product within cost, schedule, and performance constraints.

At least five (5) years management experience specifically directed to research and development aimed at new construction and in-service ship building.

VIEW JOBS 3/15/2019 12:00:00 AM 2019-06-13T00:00 Duties: Conduct ship checks to gauge and project construction/overhauls progress and determine if space arrangement, integration, interface, and Government Furnished Information (GFI) requirements are being met during the ship modernization availability. Review drawing products including Contract Guidance Drawings (CGDs), Projected Class Baseline (PCB) drawings, space arrangements, system block diagrams, and Engineering Planning Packages (EPPs) for accuracy. Perform detailed technical reviews of CG and DDG Technical Data Packages (TDPs), Pre-Initial Change Proposal (PICP), ICPs, and Lockheed Martin Change Notices (LMCNs) to identify deficiencies within the products. Review Ship Change Documents (SCDs) as part of the NAVSEA Technical Assessment Team (TAT) process and as part of sponsor Change Control Boards (CCBs). Perform in-depth review of shipbuilder/planning yards provided Ship Installation Drawings (SIDs) Provide technical resolution for identified ship system/integration issues interface with appropriate In-Service Engineering Agent (ISEA), Combat System Engineering Agent (CSEA), Program Acquisition Resource Manager (PARM), Technical Warrant Holders (TWHs), availability/platform managers, port engineers, waterfront representatives, planning yards and Regional Maintenance and Modernization Coordination Offices (RMMCO). Perform in-depth reviews of PARM provided Installation Control Drawings (ICDs), Interface Requirements Documents (IRDs), Government Furnished Information (GFI), Contractor Furnished Information (CFI), and other information to support ship design. Ensure installation documentation content is sufficient for shipbuilder and planning yard use for SID development. Support the Ship's Test, Evaluation and Certification efforts. Leverage system expertise for the development of the topside model. Participate in engineering reviews and critique of warfare system ship integration proposals and efforts, identifying engineering shortfalls, and key trade requirements. Conduct design studies to determine the impact to cost and schedule for shipbuilding and modernization efforts. Conduct risk, cost, and benefit analysis to optimize the integration and installation of warfare system components based on "What if" scenarios and known schedules. Qualification: At least ten (10) years of general warfare system engineering experience, including prior participation in tactical warfare systems ship integration engineering. "Tactical warfare systems" includes the sensors, weapons, command and control, communications, mission planning, intelligence, force planning, aviation, Intercommunications, Networks, Fiber and support systems for prosecuting the full spectrum of activities required in multi-warfare environments. Ship integration engineering includes review of ship engineering change proposals (ECP), development and review of ship drawings, HVAC analysis, power requirements analysis, development/ review of space arrangement drawings, development/review of ship alterations, development/ review of contract data package, analysis of topside arrangements, and warfare system tabulations. At least five (5) years experience in Naval Ship Network Systems. At least five (5) years' experience in one or more of the following: Ability to integrate warfare systems into ship design, ship spaces, or ship building process. Skills and Abilities: Knowledge of ship alteration process and contract data package engineering. Knowledge of Engineering Change Proposal (ECP) process, ship main process, system analysis and the ability to investigate warfare system improvements.
