The Navy Continuous Training Environment (NCTE) Lead Draftsman is a member of the NCTE Instrumentation, Communications and Electronic Warfare (ICE) Engineering Team and provides direct support to the ICE Engineering Lead. The ICE Engineering Division provides fully integrated enhancement and sustainment engineering support for the Navy's Live, Virtual, and Constructive (LVC) training environment. Specific duties include leading a team of Drafters and Tech Writers, Drafting, Technical Writing, and drawing and documentation for configuration management in support of engineering tasking for all sites and components of the Navy's LVC Training environment. Those engineering support requirements include system development and deployment, integration of system modifications, for range modernization and new facility build-ups.

Essential Job Responsibilities

The NCTE Draftsman and Technical Documentation Specialist is responsible for the development of detailed, technical drawings and documentation in support of the NCTE program's Navy Enterprise Tactical Training Network (NETTN). Working with NCTE installation's team documentation specialist, draftsmen, network and installation engineers, the draftsman/technical documentation specialist will be required to gather requirements from technical personnel, and based upon requirements, create and maintain technical NCTE installation documentation, to include Fleet Readiness Certification Board (FRCB) Packages, Naval Messages, In-Briefs, and other relevant documentation. The Technical Documentation Specialist will develop Installation Design and As-Built plans, to include detailed facility, cabling, power, heating, ventilation, air conditioning, rack elevations, communications and network drawings, and mange the development, formatting, and submission of Science and Technical Information (STI's) Documentation to meet contract requirements.

  • Drafting, Technical Writing, documentation management and site surveys to support Installation Design Plans per NAVWAR Shore Installation Process Handbook requirements.

  • Develop Installation Requirement Drawing (IRD) and Installation Design Plans (IDP) in accordance with NAVWAR engineering and drawing standards.

  • Develop technical documentation required as part of the NCTE Installation Process. Maintain NCTE documentation and drawing libraries across relevant information storage and sharing platforms utilized by the NCTE.

  • As required, develop and update other technical and administrative documentation, generally using Microsoft office products.

  • As required, create, develop, and modify NCTE technical drawings using AutoCAD, Adobe Pro, and Microsoft Visio to ensure drawings conform to Navy and industry best standards for technical IT drawings and design documentation.

Writes, rewrites and/or edits technical documents such as technical procedure manuals, user manuals, programming manuals, service manuals, operational specifications, and related technical publications to communicate clearly and effectively technical specifications and instructions to a wide range of audiences. Acquires subject knowledge by interviewing product developers, observing performance of production methods, referring to technical specifications, blueprints, engineering illustrations, and trade journals. Oversees preparation of illustrative materials, selecting drawings, sketches, diagrams and charts. Conducts quality review of materials.

Minimum Qualifications

6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience. In some cases, educational requirements may be adjusted for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Preferred Requirements

  • Master's Degree in Mechanical Engineering

  • Leadership and Administrative experience

  • AutoCAD Certification

  • Knowledge of IP network fundamentals

  • Possess ability to visualize overall systems architecture to document technical solutions

  • Advanced level knowledge of AutoCAD 2018 or later.

  • Knowledge of 2D isometric and 3D model development is a plus.

  • Advanced knowledge with Microsoft Office products to include Word, Excel, PowerPoint, and Visio.

  • Understanding of configuration management.

  • Familiarity with Atlassian workshare products, to include Confluence and JIRA.

  • Familiarity with SharePoint

  • Must be a U.S. citizen with the ability to obtain and maintain a secret security clearance.

Physical Requirements

Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
